My site still out of rank

Hello,
I am working on a site for past 3 months, here are the problems with this site,
1. It had a forum full of spam becuase initially captcha was not included, 10000 spam backlinks
2. Affiliate page was also hit by spam about 4000 spam backlinks which were either not existing or porn etc....
3. Too many internal links which were indexed, these additional links were generated due to tags, ids, filters etc.
Existing SEO team decided to remove the forum and after 30 days they blocked it in robots. But within 30 days the site moved from 3rd page to no where. Now after few days lator internal links are also cleaned by putting following in the robots,
Dissallow: / *?
Dissallow: / *id
Dissallow: / *tag
Links are now cleaning up, all the spam and bad links are now put into disavow file and sent to google via disavow tool.
On daily bases good quality links are been produced such as through content, article submission, profile linking, Bookmarks etc. The site is still not any where on top 50 results. The impressions are decreasing, traffic also do not rise as much.
How do you see all this situation. What do you suggest and how long do you think it will take to return to top 10 when good linking is being done and all preventive measures are being taken.

Indexing is good, crawling occurs almost every two days.

have you checked to see how often google is indexing the site? these may be affecting how "fresh" the results are in your target keywords. so, if it's only indexing once a month, you may not see a lot of change in search results.

Linkbuilding is dead we are moving to Link Earning.
If you want to create a profile link.Make sure you contribute as part of that member discussion board or site.
N/A profile link is worth what?If you have great community surely your bookmarks and social shares are one of the valuable assets for you but the current way of backlinks is slowly getting to end.
The next war is how good our content is to be let others link naturally to us.Looks like mad for today but you will enjoy it once you start applying it.

Those don't sound like quality links to me, also you should not link build while trying to get out of a penalty.

UPDATE* I temporarily removed the images from the page to check if rankings would come back and they did. So Google made a recent update in the Netherlands where they look at your page for adult content (pictures). For us it was breast augmentations, before and after pics. END Hey Guys, We have a site for plastic surgery in the Netherlands. We ranked on number 2 if someone searched for breast augmentation. But sinds 31 of januari our ranking dropped outside the top 50. I did not get a warning or an other message in Search Console. We have a lot of pictures on the website displaying before and after pictures. So you see breasts. How can a website have multiple pages of duplicate content - still rank?
Can you have a website with multiple pages of the exact same copy, (being different locations of a franchise business), and still be able to rank for each individual franchise? Is that possible?

Webmaster Tools HTML Improvements Page Blank / Site Not Ranking Well
I have an ecommerce site that is not ranking well currently. It has about 1,000 pages indexed in Google but very few appear to be ranking. I normally find issues in Webmaster Tools HTML Improvements but for some reason it does not see a problem with the site. There are problems, trust me. Moz shows many issues. Google nothing! There is a problem somewhere but I am not seeing it. Why are HTML Improvements blank and the site not ranking? Am I in the dreaded sandbox? Any ideas? I have a site that allows for multiple filter options and some of these URL's have these have been indexed. I am in the process of adding the noindex, nofollow meta tag to these pages but I want to have an idea of how many of these URL's have been indexed so I can monitor when these have been re crawled and dropped. The structure for these URL's is: http://www.example.co.uk/category/women/shopby/brand1--brand2.html The unique identifier for the multiple filtered URL's is --, however I've tried using site:example.co.uk inurl:-- but this doesn't seem to work. I have also tried using regex but still no success. I was wondering if there is a way around this so I can get a rough idea of how many of these URL's have been indexed? Thanks

Flash site ranking well for a competitive keyword
Hello Mozzers, Thought we'd get the group's opinion on this: This site (power lead generation) is ranking for the keyword "lead generation" on Google.ca at the 5th position organically . Ranking a site in the USA
I'm UK based and looking at setting up a site to rank in the USA. As I understand it a .com TLD is best but these are used worldwide so do I simply need to set the geotargeting to USA in webmaster tools? Or is there a better domain to use? With hosting the site in US and on page content related to US cities (I plan to create a page for each US city I operate in the the city name in the H1 tag) will that be enough for google to understand that the page should rank in the US version of google. Also how can I view Google USA search results - when I go to google.com it automatically redirects to google.co.uk and I can only change the location on the left hand side to UK cities. Any help much appreciated!
