2 Questions about 301 Redirects

So I have a couple of questions about 301 redirects:
- Do Google penalties EVER pass through a 301? I've done 20+ domain 301s in the last year and have yet to see it happen, but the other day I read a an article (or maybe it was a QA post?) that suggested doing 302s to avoid transferring penalties. Has anyone seen any authoritative information regarding this?
- I 301'd a domain in February that another SEO firm had built a lot of spammy links and I began building contextual links for it at a very slow rate (like 10 or so a month). Within a month, my domain authority was a 26 on the new domain and my inbound links were non existent. By month 2, my links were 70k and domain authority was 34. By month 3, down to 25k inbound links and domain authority of 29, where it has settled for the last 3 months despite some really high quality links. My question (don't worry it's coming), is does anyone have any clue why my links shot up so quickly and then dropped? I'm assuming the 301 links kicked in and then only about 45% ended up 'sticking'??

Yes. 301 redirects make sure end users, search bots and link equity are passed to the new page. It is true though that not all link equity is passed with a 301, however good or bad it is passed. I have found this out with my own testing with clients as well as a few post i found on SEO round table and Google groups.
Does anyone have any clue why my links shot up so quickly and then dropped?
Where you tracking your external links use OSE? If so they crawl a different amount of domains and URLs each time they update their index so chances are you are looking at different data sets each time.

1. In a hangout two or three months ago, John Mueller said that 301s can pass a penalty. Whether or not a 302 will do so as well, I don't know, but I'd be hesitant to bet on them not doing so. We've never tried redirecting in a penalty situation. I have spoken to some colleagues, however, that say they've had clients come to them that had 301'd and the penalty showed up on a new domain shortly thereafter.
2. Did your drop-off happen to coincide with a Penguin update? At one time, Matt C. had said that the results of cleaning up a link profile wouldn't really come into play until the next update (for an algorithmic slap). But others and I have seen instances in which that seems to no longer always be the case - 2 weeks to two months, with no update, is showing evidence of removed dampening.

Changing Links to Spans with Robots.txt Blocked Redirects using Linkify/jQuery
Hi, I was recently penalized most likely because Google started following javascript links to bad neighborhoods that were not no-followed. The first thing I did was remove the Linkify plugin from my site so that all those links would disappear, but now I think I have a solution that works with Linkify without creating crawlable links. I did the following: I blocked access to the Linkify scripts using robots.txt so that Google won't execute the scripts that create the links. This has worked for me in the past with banner ads linking to other sites of mine. At least it appears to work because those sites did not get links from pages running those banners in search console. I created a /redirect/ directory that redirects all offsite URLs. I put a robots.txt block on this directory. I configured the Linkify plugin to parse URLs into span elements instead of a elements and add no follow attributes. They still have an href attribute, but the URLs in the href now point to the redirect directory and the span onclick event redirects the user. I have implemented this solution on another site of mine and I am hoping this will make it impossible for Google to categorize my pages as liking to any neighborhoods good or bad. Most of the content is UGC, so this should discourage link spam while giving users clickable URLs and still letting people post complaints about people that have profiles on adult websites. Moving content form Non-performing site to performing site - wihtout 301 Redirection
I have 2 different websites: one have good amount of traffic and another have No Traffic at all. I have a website that has lots of valuable content But no traffic. And I want to move the content of non-performing site to performing site. (Don't want to redirect) My only concern is duplicate content. I was thinking of setting the pages to "noindex" on the original website and wait until they don't appear in Google's index. Then I'd move them over to the performing domain to be indexed again. So, I was wondering If it will create any copied content issue or not? What should i have to take care of when I am going to move content from one site to another?

Moz was unable to crawl your site? Redirect Loop issue
Moz was unable to crawl your site on Jul 25, 2017. I am getting this message for my site: It says "unable to access your homepage due to a redirect loop. https://kuzyklaw.com/ Site is working fine and last crawled on 22nd July. I am not sure why this issue is coming. When I checked the website in Chrome extension it saysThe server has previously indicated this domain should always be accessed via HTTPS (HSTS Protocol). Chrome has cached this internally, and did not connect to any server for this redirect. Chrome reports this redirect as a "307 Internal Redirect" however this probably would have been a "301 Permanent redirect" originally. You can verify this by clearing your browser cache and visiting the original URL again. Not sure if this is actual issue, This is migrated on Https just 5 days ago so may be it will resolved automatically. Not sure, can anybody from Moz team help me with this?

Homepage bombed from rankings 2
I've had some varying advice on here regarding the best way to proceed with [i'll PM the URL] which was hit by Penguin 2.0. There were previous issues with the homepage and before the 22nd had started creating new decent links. Some have suggested to ditch the domain and start again. There are several reasons not to and branding is the deciding factor at this stage. I'm going down the route of initially trying to manually remove links and then follow on with disavow. I would really appreciate another pair of eyes taking a quick look to see if i'm missing anything other than a dodgy link profile.

Question #1 - My Cherry's Popped!
I recently acquired rights to a URL that is one of our keywords. Instead of developing a landing page with that URL and then only linking it back to the company root, I was thinking about adding a link within the company's global nav that pushes to this new URL (and new page content of course). Blogspot or Wordpress.com Redirect?
I have multiple domains with the same registrar. Is there an SEO benefit to create complimentary blogs on blogspot, wordpress.com or other "free" blog sites and forward these domains with the purpose of backlinking to the main site?
