Hiring for SEO Outreach

Hope everyone is having a nice Labor Day!
We're a family owned wine club startup and have been handling SEO in house since things didn't go well with a previous SEO company (and sure we've done plenty of bad stuff along the way as well).
In any case, we're writing a blog, including video entries etc. I've been handling basic email outreach about posts (ie if I write a winery profile, asking the winery to link to it) but don't really have time to handle more significant outreach than that.
Can anyone make some suggestions about where to hire someone for an outreach job like this? It would undoubtedly be part time and Elance didn't give us anyone we were comfortable with.

I think the issue of hiring a SEO agency is like real life, it all depends on what my objective value.
I also paint my house but if I want a professional job I call to a painter...greetings Alex

You don't necessarily need to pay SEO salary for your outreach effort. I have a VA in the Philippines that does this for me. I gave them the outreach template and guidelines for who to reach out to, and they take care of it. If/when they get a response they forward it to me and I take if from there. This has worked pretty well for me - not just for SEO but for building business relationships - and is a lot more cost effective for small businesses like mine than hire an SEO company.

SEO value of 301 redirects from non-existent sites.
I have a question about an SEO tactic. There is this site that has purchased three domain names, and has redirected them to their main site. The three domains are: Spokaneduilawyer org, Spokaneduilaw com, and Spokaneduilawfirm com and the website has all three domains redirecting to their main site. What is the SEO value with this? I looked at those three domains on Majestic and they have no backlinks that I could find, and when I looked on archive.org I didn't see any history of those domains being actual sites that might bring traffic. What is the webmaster trying to do, and what is this tactic called?

Empty href damages SEO? (href="#")
Hello, I'm analyzing a website with thousands of pages.

I realized that on many of them they have empty links such href="#". I wonder if that will cause any SEO damage, or if Google will just ignore it as there isn't any link? I was reading about it and people seems to not be sure, although they recommend on forums to user the CSS pointer clickable instead of empty link. Let me know your opinion on this please! Paid Directories and On-page Keyword SEO
I have a new website and I am getting ready to submit to a few paid directories to get my links started. I wanted to optimize my domain name/keywords for those directories and also for my on page SEO. My domain contains my keywords. For example "www.horsebuggy.net Questions: #1 Should I target the horsebuggy.net in my on-page SEO or just target horse buggy? #2 When I submit to a paid directory which should I choose for my company name. Is there a cost per acuqistion figure I can quote that if I hire an agency to link build that we can guarantee a level of increased traffic from Google?
I am looking to justify to a pubilsher the cost outlay to hire an agency to do white hat link building for me as we do not have time. (the site is fully optimised but we lack the inbound links our competitors have) - is there a way I can explain in terms of numbers ie page impressions that if we build for eg 10k high quality anchor text links into our site we will get x thousand more page impressions as our rankings in the search engines will increase? Just need a justification before the budget is allocated.
