Can some one help me find this Matt Cutts article on disavows?

Hey everyone. A while ago, I remember reading that Matt Cutts said that you can just disavow domains, and that the Google Webmaster Tools team doesn't read for comments (like if webmasters had been reached out to).
Is this ringing any bells? I'm trying to find this tidbit again.

Here's Google's page regarding the use of the tool: https://support.google.com/webmasters/answer/2648487 and it contains this, "If you want Google to ignore all links from an entire domain (like example.com), add the line "domain:example.com". And this, "Your text file can include additional information about excluded links, as long as each line of description begins with the "#" character (all lines beginning with # will be ignored)."
I think you might have misinterpreted "ignore" in their description. They're talking about the machine processing the file and that it will ignore the lines of code with # as they are tagged as comments for people to read. The team could still read the comments if they choose to. Cheers!

Too many backlinks from one domain?
I've been in the process of creating a tourism-based website for the state of Kansas. I'm a photographer for the state, and have inked a nice little side income to my day job as a web designer by selling prints from Kansas (along with my travels elsewhere). I'm still in the process of developing it, but it's at least at a point that I need to really start thinking about SEO factor of the amount of backlinks I have from it going back to my main photography website. The Kansas site is at http://www.kansasisbeautiful.com and my photography website is http://www.mickeyshannon.com. This tourism website will serve a number of purposes: To promote the state and show people it's not just a flat, boring place. To help promote my photography. The entire site is powered by my photography. To sell a book I'm planning to publish later this year/early next year of Kansas images. To help increase sales of photography prints of my work. What I'm worried about is the amount of backlinks I have going from the Kansas site to my photography site. Not to mention every image is hosted on my photography domain (no need to upload to two domains when one can serve the same purpose). I'm currently linking back to my site on most pages via a little "Like the Photos? Buy a print" link in the top right corner. In addition, when users get to the website map, all photo listings click back to a page on my photography site that they can purchase prints. And the main navigation also has a link for "Photos" that takes them to my Kansas photo galleries on my photography website as well. The question I have: Is it really bad SEO-wise to have anywhere from 1 to 10+ backlinks on every page from one domain (kansasisbeautiful.com) linking back to mickeyshannon.com? Would I be better served moving all of the content from kansasisbeautiful into a subdirectory on my photography site (mickeyshannon.com/kansas/) and redirecting the entire domain there? I haven't actually launched this website yet, so I'm trying to make the right call before pushing it to the public. Any advice would be appreciated!

Can You Help Confirming That 1stWebDesigner Was hit by Panda 4.0 and PayDay Loans 2.0,3.0?
Hello, really hoped for your feedback here. So my site is http://www.1stwebdesigner.com I just used http://barracuda.digital/panguin-tool/ - and came to realization, that indeed we might have been hit by famous Panda 4.0 update. Can you please help me confirm that we indeed have been hit with the Penalty? It has been 1.5 years already and since then, the traffic never has grown more. Before May, 2014 our site received 1.5 million pageviews/mo, after it..until this moment traffic has never been more than 600,000 pageviews/mo. Now if I look back even more with Barracuda tool, I can see it was also affected by Top Heavy 1.0 update,Thu Jan 19 2012. Even back then before all these updates site grew to 2.5 million pageviews/mo. What is the painful part I always focused on time-consuming link building. Submitting links to design news sites, leaving quality comments under related articles and always have written unique quality content on site for years. Can you tell based on screenshots and confirm we indeed have penalty. And maybe suggest what are the actions to take now? I have ahrefs pro subscription and started using Disavow tool to prepare for submission to Google. Would love to hear feedback on this..it has been painful throughout years. Which One Would You Suggest Me in Terms of Internalization?
Hi Friends, This is my website http://goo.gl/fYndv. As of now, we have only one domain and we have contents in both English & Arabic. Arabic is translated content from English. So, we use alternate tags to indicate Google about that. We mostly receive traffic from Saudi Arabia because we are based out there. Now, we are planning to target major countries like India, Australia & So on. We know like creating sub-folders over sub-domains would be good like example.com/in/ over in.exmaple.com. But we are not going to change any contents only currency gets changed in those geo-graphic sub-domains or sub-folders. I just want to know, since I am not going to change the contents will it be good if I go with sub-folder like example.com/in. Is there any chance for Google penalization?

Do I need to actively disavow links to my site?
I check the "Links to my site" section in Google WMT on a regular basis. In the past couple of months I've been seeing more and more weird links, from pretty spammy domains and even a few from weird Iranian domains. It's Needless to say but I have never bought a link or been involved in any link schemes or the like. Like probably everyone in the Internet, I'm in a competitive vertical, and my competitors probably aren't so scrupulous. The question is, do I actively need to disavow suspicious links? Should I contact the domains and ask to remove them? I have usually just ignored these links, and not wasted time in doing anything with them (since weird automated links are always around) but the proliferation in the last couple months has started to worry me.

Article Marketing / Article Posting
I am working on the SEO on a few different websites and I have built out an article marketing campaign so that I can get high quality backlinks for my website. I have been writing the content myself and I have been manually building out the top Web 2.0, Article Directory, and Doc Sharing sites. today I was creating an account on squidoo and I wondered if it mattered if I had the username be one of two things: my keyword as a user name, like: [keyword+geotag] example: roofinghouston just my first and last name as the username (or just a username I always use) (The reason behind #1 would be to have the optimized keyword and location I am trying to rank for, inside of the username. The reason for #2 would be that I don't want to get into trouble by having "too much" optimization.) I know a bit about optimization and that getting your keyword out there is great in a lot of areas, but I am not sure if it looks "suspicious" if I have my username be the keyword+geotag. I am just worried that all of this hard work will be torn down if I look like I'm trying too hard to be optimized, etc etc. There is no one answer, I am mainly looking for shared experiences. How does Google see an article in two languages?
Hi, We are translating our articles into French (they are already in English) and are considering Cantonese & Mandarin. How does Google see this? Say I post an article on Diabetes Symptoms in English, Cantonese and French. Same article, different languages. Does Google look at this as three separate articles, ranking you uniquely, or does it count as one article? Thanks, Erin
