Best to Leave Toxic Links or Remove/Disovow on Site with Low Number of Linking Domains

Our site has only 87 referring domains (with at least 7,100 incoming links). LinkDetox has identified 29% of our back links as being toxic and 14% as being questionable. Virtually all of these links derive from spammy sites.
We never received a manual penalty, but ever since the first Penguin penalty in 2012 our search volume and ranking has dropped with some uneven recover in the last 3 years.
By removing/disavowing toxic links are we risking that over optimized link text will be removed and that ranking will suffer as a result? Are we potentially shooting ourselves in the foot? Would we be better to spend a few months building quality links from reputable domains before removing disavowing bad links? Or toxic links (as defined by LinkDetox) so bad that it should be a priority to remove them immediately before taking any other step?

If your site has in fact been negatively impacted by Penguin, you'll have to wait for the next Penguin refresh for your changes to have an impact. You may see fluctuations due to other algorithm changes though.

That is reassuring!!! My concern is that the number of domains that link to our site is so low (less than 100) that evening removing low quality links could be a negative.
In terms of seeing a ranking/traffic improvement, do you think we could expect it once the links are removed/disavowed or do you think it would occur only upon a Penguin update?

Toxic, spammy links can only hurt you, but they are even more harmful if they make up a large percentage of your total backlinks. Remove/disavow them as soon as possible and work on earning legitimate, high-value backlinks. Also, over-optimized link text can be harmful as well.

3. Sudden Increase in number of pages indexed by Google. Unexplained indexing of an additional 175 pages. About 625 pages should be indexed, while 800 are now indexed. How to remove unwanted dynamic parameters from a URL in Google Analytics
Hi, Would really appreciate some help with this. I have been experimenting with RegEx to achieve this but as I’ve never used it before am currently failing miserably. We have conversion pages i need to set goals for that are formatted as below: https://www.domain.co.uk//Application_Form/(S(ewhbqp5cki0mppuzukunkqno))/enterCardDetails.aspx I need to remove the (s(xxx)) section from the URL as rather than one pages i currently have thousands of unique URL's. What’s catching me out is that as it’s not a URL parameter I can’t discount and as half way through can’t just do head matches etc to /entercarddetails Help would be much appreciated. Thanks.

Need Tips to Track Advertising of Domain on my Car
Hi, I'm working on building a new site. http://www.pilatesboisfranc.com/ I also bought the domain .ca (the business will be in canada) .net .org and .info All the domains are redirect to the .com This site is about my wife new business, a Pilates Studio. We would like to advertise the site on our personal car, using vinyl letters to display the domain name. Is there a way tu use the (.ca) http://www.pilatesboisfranc.ca advertise on my car and track that advertising using Analytics? I only have 65 extrernal links after 8 months of link building?
I am currently employing an SEO consultant who has been carrying out link building for the past 8 months. having signed up to SEOmoz i noticed that i only have 65 external links when my competitors have 13,000+. My consultant gave me a list of over 300 links he has putting into place but SEOmoz only shows 65. What I am concerned about is why I have only so few and where the others have gone?
