Duplicate Content Discovery

I was hit with Penguin on April 24th like a ton of bricks. Luckily my cash cow keyword was kept safe and still is today with even an increase in traffic over the year. With some other main keywords I used to rank far I fell off the board on that day. Since then I have been slowly trying to clean things up as much as I know
Today I was sitting down with my coffee and Penguin mindset and I decided to use copyscape again to review duplicate content issues and something I noticed which I either didn't before or didn't think was an issue was my footer. In my footer I used a blurb from some other site in my niche a long time ago. Which I discovered they used from one of the main sites in my niche. Anyways I noticed that my footer is what kept coming up as being duplicate content and was always at an overage of 28% according to copyscape.
My question is should I be worried about the footer?
Is 28% a lot?

I agree with Tom that you should be fine as your competitors will be in a similar situation as the test is required by law.
If you are still concerned a couple of ways around it could be to have the legal info as an I-frame so it is not seen by Google as part of the page (but they may consider it a work around spam and in the future it may be something they target (Just trying to be whiter than white hat))
The other way around it that I do not see as being an issue in the future is to have the legal text as an image, so your visitors can read it but it is labeled as legal information to the search engines.

I wouldn't worry about it too much, as for some websites it's simply a necessity. In some financial verticals, you need to display a (usually very long) risk warning/disclaimer on each page. I've yet to see a site penalised for something like that.
My concern with footers would be exact-match anchor texts which are still dofollow, particulary for external links. I've seen reconsideration requests finally be accepted after webmasters have changed those links to nofollow.
If you're concerned with the size of the footer versus the ratio of unique content, you could always consider putting any essential must-be-on-page information in the form of an image. May increase load time on the page slightly, but could put your mind at ease over it.
To be honest, however, I wouldn't worry about it a great deal - I'd be more concerned with how the footer links around.

However, we also have a lot of old blog content, which is, because of seasonality and trendiness, outdated and doesn't drive traffic anymore. It actually is just worthless content. (Not only as a traffic driver, this also counts for extremely low to none internal driven traffic (both internal search and internal navigation). We have about 4.000+ blogs of which about 100 drive the most traffic (mostly incited by e-mail and social campaigns and internal navigation promoted on important category landing pages during some period. Is it a bad signal to search engines to delete these old content pages? I.a.: going from a content-rich to a content-poor site?
Off course I will migrate the top 100 traffic earning content and provide proper redirects to them0 -

Am I spreading my content & site thin?
I have a video section on my site. Basically I am filtering quality videos for my readers to check out. The videos are pretty much all embedded youtube/vimeo vids. There are a few categories, which are pretty niche-y in relation to my readers. In general they probably aren't seen as too relevant to the overall content on my site... Is it a mistake to keep these videos up? Could they be messing up my rankings since they aren't necessarily in line with the rest of the content on my site?

Panda and Thin Content
Hi Guys, I have a quick question. We have a website and in the wake of Panda, we are worried about our video news section. We produce about 10 videos news a month on a templated page and beneath it is a small extract of the words spoken in the video. The text below each video is about 180 words each. Currently the video news section makes up and 1/5 of the content on the site. I.e Out of 500 pages, we have about 100 video news articles. Should I be worried about being wacked by Panda for this? Can I tell Google this is a news section?

Emailing content to posterous
Posterous is setup to syndicate my content to my personal WP blog. After reading information on SEOmoz, I realize that Duplicate Content is not a good thing. Should I stop this process? Note: The way it works is I email a post to posterous and it posts it there and on my WP Blog and create a FB post and a Tweet.

Sourcing content and images for Office Interior Design Blog
Im currently building a blog on Wordpress, and I will be blogging about Office Interior Designs. When I look at my competition they have some great blog posts about office interior designs and I have no idea about how they get: a) The ideas to blog about, how do they find out about these office interior designs b) how they get the content for them, how do they know what to write about each one, do they need permission etc, c) if i am interested in doing a blog on the same office interior design as them, how can I get information )and permission from the company that done the office interior design) on the office interior design so i can blog about it and also how do i get the images and stuff. an example is http://www.officedesignblog.com/invensys-rail-office-concept/726/ I would like to cover this aswell, as i think my future readers would like to know about this. how did they get the images, and the information about the project so they could write a blog post about it?
