Will Russia's New Data Protection Law Impact SEOs and SMBs Outside of Russia?

We've all seen the news recently that Google will be closing its engineering offices in Russia due to new data protection laws coming into place in January 2015. The same law has also led to Adobe pulling out of Russia earlier in the year.
I was wondering how you think this will impact SEOers and small/medium businesses that market _to _Russia, but are based outside of the country? Personal data has been defined in the new legislation as:
- Personal data means any information directly or indirectly related to any identified or potentially identifiable person. It includes, among other things, first name and family name, date and place of birth, address, information about family status, education, profession, income
For those businesses which don't process personal data (affiliates etc), will there be any foreseeable impact?
On the flipside, are there any benefits here for affiliate businesses inside of Russia? I'm using affiliates as an example to get the ball rolling, but I'm sure there's numerous more. Personally, I'd be interested to hear if you think this may impact corporate websites which don't process personal data, but operate outside of Russia.

That's really interesting - I hadn't thought of the impact to the Ukraine, but that definitely makes sense.
I think as you've highlighted, Google and Europe more generally is a tricky issue at the moment, what with the recent issues in Spain and the not-very-helpful suggestion that Google should 'break up'. In the UK, the chancellor has just announced a 'Google Tax' which will no doubt go down as well as the legislative changes in Spain.
This article has a kind of doomsday scenario where Google pulls out of Europe, but I can't really foresee that happening. What do you reckon? It does worry me the way Google and Europe are colliding so much at the moment.

this is going to be a really bad thing for businesses as well as individuals in Russia.
Yes I'm sure you could exploit the system for a short period however I believe the idea of the system is to close off Russia from the rest of the world there is very high chance of Vladimir Putin allowing businesses that benefit himself and his friends to use the Internet but aside from that my opinion is in 10 years from now Russia will have its own web and it will not be a pretty picture for those outside of Russia or those inside.
In fact I don't mean to go on but I've read quite a bit about this and I think that it is one of the most unfortunate things that will happen to the population in my lifetime. Putin is trying to get American European whoever to build data centers to spy on his own people I think what is going to occur and this is only based on my opinion is what it would be like to have North Korea if it had data centers and the Internet.
I know Vladimir Putin called Yadex a American spy tool I don't think that he is getting any comfort from the information he's obtained from Edward Snowden.
I believe it will have a enormous impact on Russia the Ukraine and even parts of Europe. I am a German and the sanctions are not enough Putin was a KGB guy I don't think he is going to lead Russia into enlightenment unfortunately I feel that he will use technology to spy on his own people in order to Keep tabs on what he may consider any threats to his interest for him keeping power in Russia.
I look at this is one of the most bleak things in the world and it is truly sad. Yes I believe there will be an open market for black hat tactics doing whatever you want pretty much I don't recommend getting involved in it however the choices yours.
I'm really glad that you brought this up is something that easily spoken about more often.

What does it mean to build a 'good' website.
Hi guys. I've heard a lot of SEO professionals, Google, (and Rand in a couple of whiteboard Friday's) say it's really important to build a 'good' website if you want to rank well. What does this mean in more practical terms? (Context... I've found some sites rank much better than they 'should' do based on the competition. However, when I built my own site (well-optimised (on-page) based on thorough keyword research) it was nowhere to be found (not even top 50 after I'd 'matched' the backlink profile of others on page 1). I can only put this down to there being 'good quality website' signals lacking in the latter example. I'm not a web developer so the website was the pretty basic WordPress site.)

Do header tags impact the rankings much?
Hi all, I have gone through some posts and comments where it's been mentioned that header tags will be considered as any other content on page. Is that really true? Writing up more relevant header tags as per the page topics doesn't have any impact? I would like to know the updated importance of header tags in today's SEO. Thanks

Will this fix my bounce rate?
If I understand bounce rate correctly, what it basically means is that someone clicks on your SERP, and then clicks back to google? But, it doesn't matter if they spent 10 minutes on your page or 10 seconds...so if that's right, then can you lower you bounce rate by getting someone to click on another internal link inside the original page they visited from the SERPs? So for example, if a user clicks on the SERP result for our webpage X, then the users clicks on an internal link on our page X to another one of our webpages ,Y, will that lower the bounce rate, even if the user eventually backs out to the original SERP page? What's the best way to go about building/using interactive snippets?
I'm starting to see interactive snippets (I guess they're called islands) like the attached image in our SERPs, so I figured I would look into experimenting with them, but I'm not entirely clear how to proceed. I have only seen them in adwords, so is that the only way you can use them? Is there some way to set them up or some service you need to set them up organically? What's the current situation for exact match ecommerce domains
I'm looking for some current opinions on exact-match domains when it comes to ecommerce sites. I currently own an "OK" brandable domain in a specific ecommerce niche. The opportunity has now come along to own the exact match domain for this category. For example catfood.com Is it more advisable to focus on brandables these days? I know Google doesn't give weight to exact match anymore but is there still a correlation not causation factor to consider? IE: the links back would be more targeted possibly?

Will too many [img no alt-text] links harm a link profile?
Hi everyone. I have a client who has a lot of sponsorships etc and therefore a lot of inbound image links (many of them sitewide). Unfortunately most of these don't have alt text, and [img no alt-text] links now make up over 50% of their link profile. Should I be trying to correct this and requesting updates from the people who are linking? Obviously I wouldn't want loads of keyword stuffed alt texts, but maybe I should request alt texts on the brand name or URL instead. Do you think this would make a significant difference and be worth the time it will take to contact all these webmasters? Thanks in advance.

Don't use an h1 and just use h2's?
We just overhauled our site and as I was auditing the overhaul I noticed that there were no h1's on any of the pages. I asked the company that does our programming why and he responded that h1's are spammed so much so he doesn't want to put them in. Instead he put in h2's. I can't find anything to back this up. I can find that h1's are over-optimized but nothing that says to skip them altogether. I think he's crazy. Anyone have anything to back him up?
