Robots.txt blocking site or not?

Here is the robots.txt from a client site. Am I reading this right --
that the robots.txt is saying to ignore the entire site, but the
#'s are saying to ignore the robots.txt command?See http://www.robotstxt.org/wc/norobots.html for documentation on how to use the robots.txt file
To ban all spiders from the entire site uncomment the next two lines:
User-Agent: *
Disallow: /

Any text prefaced by a # character is ignored. The # symbol indicates a comment.

How to create site map for large site (ecommerce type) that has 1000's if not 100,000 of pages.
I know this is kind of a newbie question but I am having an amazing amount of trouble creating a sitemap for our site Bestride.com. Robots.txt & Mobile Site
Background - Our mobile site is on the same domain as our main site. We use a folder approach for our mobile site abc.com/m/home.html We are re-directing traffic to our mobile site vie device detection and re-direction exists for a handful of pages of our site ie most of our pages do not redirect the user to a mobile equivalent page. BEST Wordpress Robots.txt Sitemap Practice??
Alright, my question comes directly from this article by SEOmoz http://www.seomoz.org/learn-seo/robotstxt Yes, I have submitted the sitemap to google, bing's webmaster tools and and I want to add the location of our site's sitemaps and does it mean that I erase everything in the robots.txt right now and replace it with? <code>User-agent: * Disallow: Sitemap: http://www.example.com/none-standard-location/sitemap.xml</code> <code>???</code> because Wordpress comes with some default disallows like wp-admin, trackback, plugins. Invisible robots.txt?
So here's a weird one... Client comes to me for some simple changes, turns out there are some major issues with the site, one of which is that none of the correct content pages are showing up in Google, just ancillary (outdated) ones. Looks like an issue because even the main homepage isn't showing up with a "site:domain.com" So, I add to Webmaster Tools and, after an hour or so, I get the red bar of doom, "robots.txt is blocking important pages." I check it out in Webmasters and, sure enough, it's a "User agent: * Disallow /" ACK! But wait... there's no robots.txt to be found on the server. I can go to domain.com/robots.txt and see it but nothing via FTP. I upload a new one and, thankfully, that is now showing but I've never seen that before. Question is: can a robots.txt file be stored in a way that can't be seen? Thanks!

Can search engines penalize my site if I block IPs from some countries?
I have spotted that some countries in South America generate lot's of traffic on my site and I don't want to sell my service there. Can I be penalized for blocking IPs from certain counties? Thanks!

Subdomain Robots.txt
If I have a subdomain (a blog) that is having tags and categories indexed when they should not be, because they are creating duplicate content. Can I block them using a robots.txt file? Can I/do I need to have a separate robots file for my subdomain? If so, how would I format it? Do I need to specify that it is a subdomain robots file, or will the search engines automatically pick this up? Thanks!
