Would you move the site to a different host or change packages at a significant expense in order to eliminate the meta refresh

When I began working with a site (http://www.visix.com) , I discovered a number of hosting constraints that hampered some SEO related changes I wanted to make.
A year later, the site was teetering on the 1st page for a particular keyword of choice and when the Panda & Penguin updates happened, the site got passed by 3M & Amazon, both much bigger sites. (was #11, now #13)
Now I'm thinking I should try and use the homepage to rank for keyword "digital signage software", where originally I was making progress with an inner page.
Now I am revisting the homepage meta refresh and need to decide if it is enough of an issue to warrant a hosting change.
http://www.visix.com has a meta-refresh "0" seconds to http://www.visix.com/index.aspx
I know sites can rank well with these, although I don't know the level of handicap that it has. In an article here, http://www.seomoz.org/learn-seo/redirection there is a statement saying that a meta-refresh will not pass as much link juice as a 301 redirect. I have read about every opinion I can find, and would appreciate other's opinions on the matter.
The host is Network Solutions and the hosting package does not allow 301 redirects, among other things.
Would you move the site to a different host or change packages at a significant expense in order to eliminate the meta refresh or is it not a big deal on a well established site?

To answer your question:
Why refresh from .com to .com/index.aspx?
That is just one of the major hosting limitations. I was floored by how restricting the hosting package was. There are multiple areas of the site, such as support, a store, and an active forum to name a few, which is the reason for staying thusfar.

I'd tell them they could either give me 301s or change providers. You never know they might give you a free upgrade.
Failing that move providers.
And on an unrelated note why do you refresh from .com to .com/index.aspx? That feels the wrong way around to me. Surely most people are going to link to you on the .com?

301'd site, but new site is not getting picked up in google.
Hi I'm having big issues! Any help would be greatly appreciated This is the 3rd time this happened. Every time I switch my old site greatcleanjokes.com to the new design of chokeonajoke.com traffic goes almost completely down (I even tried out the new design on greatcleanjokes [to see if it was a 301 issue] and traffic also went down.) What can possibly be wrong with this new site that google just doesn't like it ?! I was ranking high up for many big phrase like joke of the day, corny jokes, clean jokes, short jokes. Now It's all gone. I also think it's strange that when I search for site:chokeonajoke.com the post pages show up before the category pages!? Changing the order of items on page against Google Terms & Conditions?
Good day, I am wondering if anybody here has done something like this before. I have a page in one of my sites that contains a number of different - but related - free resources. The resources can be sorted in different ways once the user is on the page. Now I am starting an outreach campaign, and want to be able to send out custom URLS (which pretty much means they have different query strings after them like '?id=123' ) so that when a person clicks on the link to the page it brings up the stuff they are more likely to be interested in at the top. I expect - hope - that some of these people will put links back to this page as a result of this. Now all the links may be slightly different, but they will come to the same page and the content will look slightly different. I will make sure to have the rel=canonical tag in place. Does anybody know if this would be in violation of Google Terms and Conditions. I can't see how, but I wanted to see what the experts here on Moz think before moving forward. Thanks in advance.

What can we do to improve our site
Hi. I am hoping that some of you can help me with the in2town site www.in2town.co.uk The site is a news/lifestyle magazine site. The site is a cross between, huffington post, digital spy, female first and the sun newspaper. Basically the site is a news site as well as covering showbiz news, travel news, health news and advice etc What i would like is for people to look at the site and let me know what they feel i should do to improve the site to make it better for our readers and to gain more readership. I would also like to hear from people on how they find moving around the site as well as the speed of the site. At the moment the site is with an american hosting company and i am in the process of talking to UK hosting companies to move the site. The site is currently on a dedicated server. It would mean a lot if people could give me their advice on how to improve the site and make it a beter experience for our readers while at the same time being able to generate income with the site. Are different IP addresses enough for sites with similar content?
Hi all We're looking at moving our 2 websites onto a cloud hosting package. The content on our sites is very similar (but not duplicated) so at the moment they are on separate servers. If we move to the cloud, is it enough for them to have different IP addresses on the same cloud system, or should we host in separate clouds? Thanks in advance Heather

Traffic has dropped from my site.

Site description on Google has changed to a very outdated description
When I googled my top keyword today, my site on google showed a description of my site from YEARS ago. It is completely irrevelant and misleading to visitors. Why would this have happened and is there anything I can do about it? Thanks!!! Betsy
