In light of penguin - what are your thoughts on widget based link-building?

Hi all,
I thought it would be interesting to see if people's perceptions of widget based link building have changed.
By that I mean - Do you think it's ok to give somebody a tool to use oon their website with a reference to the creator of that tool or will that count as 'manipulative or unnatural' link building?
I'll start the discussion off by saying...
I think this type of link building is ok and legitimate as you are merely referencing the creator of the tool whose widget you are using on your website. My only caveat would be to ensure that the anchor text is not manipulative but relevant.
Looking forward to hearing what you all think about this as I'm sure many people maybe put off by doing this.

I would agree 100%. I can't see it being a problem if you are using your brand, you should be able to get credit (and traffic) for your work.

If you are going to do it, I would only do it with the link as your url or perhaps brand name. If it causes a massive exact match link profile you risk flagging as manipulaitive.

Honest thoughts needed about link building / removal.
I have a small online business that has suffered through Google updates over the past year. Turns out that the links built by a previous SEO were harmful - yes, it's the usual story, I know. I've been in touch with an SEO about link removal/link building and have had a proposal. It's not cheap and I would need to dig deep, but it'll certainly be worth it if things work out. If it doesn't, it'll probably become impossible to continue the business. Personally speaking, it's a sorry situation. For link removal, the SEO's proposing to contact the webmasters followed by disavowing, if needed. There's 15k links, but I think a high percentage of these are from industry blogs that I sponsor that have site wide links. Have you heard many success stories about outsourced link removal? For link building, they will be targeting industry websites and blogs. The thing is, I know most of the industry bloggers anyway, and can probably reach out to them myself, if I can develop the right high quality content that they will want to feature. Call me a cynic, but I'm not sure how the SEO can do this. The quality of content on these blogs is extremely high as it's a very creative/visual industry that I'm involved in. I'm just not sure how much scope there is for a third party (with no knowledge of the industry) to do this effectively. That said, there's blogs that aren't directly related to my niche, and I suppose there's possible opportunity there. Maybe??! If the link removal is a good idea, am I better off trying to build links myself and combine that with the link removal service?

Link Building - Affiliate Link Programs
I'm getting some conflicting information when researching this... I want to create the most organic link building strategy that not only gets high authority sites linking to a website, but relevant websites. I'm creating an affiliate link program where I link to partner and affiliate companies, who in turn link back to me. The question is where to put these links. I was initially thinking of putting them in the footer so they add credibility to every page, and in turn ask my affiliates to do the same thing. However; some sources say that Google no longer looks at links in the footer section. Is it true that Google doesn't count links in footer sections? And do you have any tips on creating this Affiliate Link Program?

Is tiered link building a good thing?
I think that I have watched all the webinairs and online courses available on the web, but I still don't seem to know how and where to get links from. I know what type of links I should be getting and what type I should be avoiding, but that little luck so far. I came across the website of Matthew Woodward about tiered link building where he explains how to do this type of link building in depth. It seems quite interesting but also a lot of work so I don't want to invest my precious time in something that will be penalised by Google in the near future. Is there anyone that can give me some reason why I should or shouldn't do this?
