Penguin Footer Links - Penalty or Devaluation?

One of customers provides IT Support for a municipality. The municipality's website (1000+ pages) has a footer link with the anchor text "IT Support" linking to our customer's site. The link is there for employees to get help. In mid summer, our customer's rankings tanked for "IT Support". It looks like a hit by Penguin. The question is, could removing the links bring the rankings back? Does Google's penguin algorithm penalize you for the footer links, or are they simply de-valued? Should we pull them down or no-follow them? If they aren't truly hurting their rankings, we would just leave them

Yes, it does. Google penalizes links that pass pagerank and are built unnaturally, like those ones you mention. You should have the IT company set ALL those links to nofollow, that will accomplish both the company goals, avoid/remove a penalty while still providing the municipality site a way to go to the IT site.

PS: check if the IT company received a manual penalty under WMT to verify, and if they did, fix the issue adding a nofollow to ALL the links and then file a reconsideration request.
EDIT: most likely, if those are the only links you have, you received a penalty, as a devaluation happens when you actually have no control on the links, but in this case, the IT company placed the links on purpose.

Hello, I'm curious what the difference is between internal links from the homepage and category pages. Make it sense to give some internal links from category pages (with a high PA) to an another page for a boost in the search results? Or is the link value too low in this case? Thanks in advance,

Link Building Strategy?
If I use unique content written from writers & post it to good sites (free blogs, bookmarking, directory, articles sites, etc.) having nice good cache, good PR, different IP's do i still have a chance of get hit by Spam actions of google? Planning to do like just 30-50 a month all with unique content or say 1 unique content then re-written & used not more than 3 times. If not this then What else would you suggest? One more thing to add up, like i have 1000+ pages out of which i have like 80-90 pages that matters to me (important pages) then how do I spin the anchor text between all the pages. Should i spin them between 1000+ pages or use only 80-90 IMP pages. If the content is 300 words let say then how many anchor tags should i have?

Should I disavow without a manual penalty?
Hi all! I currently had someone remove about 70 bad backlinks pointing to our site. Is it worth disavowing the rest? We don't have any manual penalty or anything like that, but is it the sort of thing to use as a precautionary measure only? There are about 100 links in the disavow file that I had built. Thank you!

14,000 links from affiliate
I have an active affiliate program and notice that webmaster tools is showing a huge number of links from one particular affiliate. The affiliate is called productwiki.co.uk and they are showing 14,413 links all pointing to my homepage in WMT. They don't seem to be no follow. What should I do about this? Is this a problem? I have had major issues with my organic traffic dropping right off. I appreciate any feedback

Outbound link to PDF vs outbound link to page
If you're trying to create a site which is an information hub, obviously linking out to authoritative sites is a good idea. However, does linking to a PDF have the same effect? e.g Linking to Google's SEO starter guide PDF, as opposed to linking to a google article on SEO. Thanks!

Widget Links Still Acceptable?
I own a funny video site that is getting about 1-4 of it's videos embedded on various sites daily. In todays form, is widget link still acceptable? This would show up under the video embed. Example: Funny Dog Video From Site Brand Or is it best nowadays to just have Video Provided By Site Brand

Link Building Post Penguin?
I really am lost as to what to do these days.. The problem with my industry is the whole idea of link bait isn't very lucrative. There are no bloggers either, so guest blogging also isn't a very good option. Seems to me like the best thing I can do is just publish content! So, publish a lot of quality content? LOL, sounds like that's right up Google's alley. Where do you publish your content, and what would you say has shown the best results for you personally? We called an SEO company, Arteworks, a few days ago (Friday), and they really didn't go into any details about how they build links. We called them because I saw a post that you commented on, here, and it recommended a few companies at the bottom of the post. (Arteworks being one of them) Really, this is where I get so dang confused... The goal is to build links like the old days, except only use unique content, diversify your pages, and anchor text? Link Acquisition - link building
When using Site Explorer to find out my competiters links so I can do some link aquisition SEO do I look for the "inbound" links or or "linking domains"? Also, what filters should I choose? I want to make a spreadsheet as Rand suggested in his video and start to prioritize my link building.
