Wrong page ranking for keyword - should I move the better content over?

We have a page which is outranking another page for a keyword that is very important. The page that is lower in the rankings has far better content. I think this is happening due to links as well as the url structure.

So I think I should just move the content over from /notranking, to /ranking. The content is clearly better on the lower ranking page but I think due to links the /ranking page is higher in SERPS. So I guess my question is, would it be wise to move all that content over, and then 301 redirect the old page? Or leave the way it is and hopefully Google will get it right over time?

I see that page ranking for both "student loan forgiveness" and "loan forgiveness." So it looks like you accomplished your goal but may have in the process gotten the wrong page to rank now for "loan forgiveness." Can you give us an update? What did you do? Of did Google change its mind?

I am not sure of the kw you want to rank for, but the on page optimization on the second page is much better than the first, while the layout of the first page is way better than the layout of the second page.
According to Moz (the fancy Moz Toolbar) these pages are very similar. A test you can do is to swap the Meta Data on the two pages, wait about 2 weeks to make sure they get crawled and then see what happens.
You can also optimize your internal links a little to put more juice to the page you want to rank. Depending on the keyword, this can help. How old are these two URLs? The difference could just be the age.
If you intend to permanently get rid of that second page, you can redirect it and the added juice might push the second page up to where you want it. However, if both of these pages serve a purpose somewhere I would not do that.

BTW what is the keyword you are talking about? Have you checked Title & other meta tags to make sure if the desired page is optimized for the targeted keywords rather than the other one?

Based on Open SIte Explorer, there are no external inbound links pointing to either pages; and there are 3 and 5 internal links pointing to each page. So my guess is that it is not a matter of link equity.
One major difference that I can see from the data is that the page that is ranking has a lot more social shares than the page not ranking. And therefore, has probably gotten more visits and activity, which may lead Google to believe that it is the better page for that topic.
In this case, I think consolidating the content would make sense; essentially, updating the ranking page so that it has more comprehensive information about the loan forgiveness program. And, unless you need the page that isn't ranking for other purposes, you will probably want to 301 redirect the page as you've mentioned.

Page not being ranked properly
Hi, Wondering if someone could possibly shed some light on why some of our pages are not being ranked properly on Google. For example this page https://www.mypetzilla.co.uk/dog-breeds Keyword "Dog Breeds" we can't be found on and we are absolutely baffled why? Could it be that we are listing all 100 and something dog breeds on one page? Should we introduce pagination or load more as user scrolls down. This page has been up for at least 4 years. Can't get page moving!
Hi all. I've been working on a page for months now and can't seem to make any progress. I'm trying to get http://www.alwayshobbies.com/dolls-houses on the first page for term 'dolls houses'. I've done the following: Cleaned up the site's overall backlink profile Built some new links to the page Added 800 words of new copy Reduced the number of keyword instances on the page below 15 Any advice would be much appreciated. I don't think it's down to links as the DA/PA isn't wildly different from its competitors. Thanks!

Duplicate Content for Deep Pages
Hey guys, For deep, deep pages on a website, does duplicate content matter? The pages I'm talk about are image pages associated with products and will never rank in Google which doesn't concern me. Page titles, Keyword rich or single keyword?

New indepth page for content marketing - feedback?

What keywords should my main page contain ?
Hello. I have a domain with scripts and components for websites, each product page is somehow different and contains different phrases and keywords, for example: a) Flash Photo Gallery

How much content on PDF download page
Hello, This is about content for an ecommerce site. We have an article page that we also created a PDF out of. We have an HTML page that doesn't have anything commercial on it that is the download page for the PDF page. How much of the article do you recommend we put on the non-commercial HTML download page? Should we put most of the article on there? We're trying to get people to link to the HTML Download page, not the PDF.

What Makes Good Content for Category Pages
Hello, We're putting (roughly, depending on the category) 500 words under the products or categories under category pages. We're having a writer do these who has to learn the products from scratch. With over 100 categories, it's not possible for the client to write 500 words for each one. We're wondering, 1. What should go into a category description? 2. How do you prep a writer to write these, and is it possible to do so and get good content? I'm afraid that we're writing just words for long tails, and I know on the product pages, home page, and articles that it has to be the best content, probably written by the client himself if he is knowledgable enough. Open to your suggestions on what should be in these, how long they should be, and who should write them.
