Will German meta data help an English USA-based site get found in Germany?

I think I already know the answer to this, but I'd love a second opinion.
If you add German meta data to some web pages will it help those pages turn up in search results in Germany?I'm assuming not. It's an English, USA based site, doing well here for English searches - and I don't want to mess that up.
A German site is being planned, but this client is hoping the English site could be found in the meantime.

You'll likely end up confusing Google about which country it should rank the site in, and it could negatively affect your US rankings and still get you no traction in Germany. You really need to build a German site.

Our long term plan is to have a complete German Website optimized for german and on a german domain. But my client was hoping that, in the meantime, we could get our english pages found in Germany, and without risking our USA SEO achievements.

I assume the US site has a target country specified in its Google Search Console. The answer depends on the competition and the SEO budget, but I suspect that you'd have a hard time making those German language pages ranking in google.de.
If you have an international SEO strategy to use one domain for every country (e.g. /us/ and /de/ folders) then it's a different story.
If you'd have only a few German pages on the US website, then don't bother. Launch the German website on a German domain and start a separate SEO campaign for the German market.

Google Console returning zero data
Hi. I verified my site both www. and non www. with google search console a while back and yet for neither domain am I seeing any data at all under Search Appearance and under index status (under google index) it is saying 0 pages indexed even though I can see in google search there are over 116. Site Structure. Which is better?
Ideally, which model is better for site structure: 1. Homepage -> Categories -> Individual Pages (See example here http://www.wordtracker.com/attachments/bead-site-structure.gif) OR 2. Page Title & Meta Description Getting Cut Off In The SERPs
Hi Guys, I am trying to figure out why my page titles and meta d tags are getting cut off in Goofle SERPS. My page titles are 70 characters or under (including spaces) and my meta Dd's are 155 characters or under (including spaces) so I cannot work out why They are getting cut off. On Site Problem Caused Rankings To Drop?
I'm getting to the bottom of why my site dropped rankings on the 9th March. I noticed that in google there is a cached version of my site on 9th March at 8.37am which is when my rankings dissapeared. Presumably this is when google last crawled my site? I guess this means that google found something on the home page or on the site that it didn't like? I wonder if anyone can take a look and let me know if there's anything obvious. Could it be a duplicate content penalty as I have lots of categories pulling content from the same posts?

For a blog that already has thousands of posts, what is a good template for meta descriptions? I guess I assume that the best way to do it would be to do a custom one for each post, but given the amount of time that would take, I'd like to hear some alternatives. Thanks!

Meta Description Tags and Rankings
Hi there, I have a lot of pages set up on my site but most have no content. If I add the correct meta description tags to those pages, will that help rank for the root domain? I am slowly getting the content added for each page but wanted to see if I could boost rankings in the meantime. http://www.petmedicalcenter.com Example: most of pages under "Services" are blank.
