Post index of quality back links; How long should you leave it to see if it's had any impact?

The question is pretty much in the title.
We had a link from a Charity site (high PA/ DA) and from Metro online recently. Indexed about 3 weeks ago and 5 days ago respectively. No movement to speak off. (Previously we've seen significant boosts from far lesser links).
Should I assume they have had no effect? Or is too early to tell
I know it takes up to 2 months for some of our new pages to rank, same with passing authority from links?
(Note: I appreciate the competition will play a significant part in this, but my question is specifically about how long one should leave to know one way or another. )

Appreciate the response. 8 to 12 weeks for new content ranking is my experience also.
However, when we got a link from a different charity (about 18 months ago) our rankings jumped up in the SERPs 2 to 3 weeks after that link being indexed.
So I imagine the answer is not the same for on page/ off page signals.
I'll happily stand correct though. Anyone else care to comment?

I did changes on site and it wasn't about link juice showing its full effect. But I guess the answer to your question must be similar if not the same. They say between 8 and 12 weeks. According to my experience its not a bad guess. Though I would say ist an upper limit.

JPG's listed as the Top Pages in Moz
In Moz, under Links, my Top Pages are all .jpg's. Is this unusual? Should I change the names of those jpg's and redirect the jpgs listed on the Top Pages to the html page it can be found on?

Should I built a microsite for client's new service or add a new section to an existing new website?
We built a new website for one of our clients. Covering services A B C mostly commercial and industrial B2B construction service. We bought him a brand new domain called serviceAcompanyname.com The website uses a brand new domain and as no DA and PA yet. The client wants a new section added to the Website concerning a new service ( we are going to call it service D) which is still a local service but offered to Home owners. Should we buy a new domain called serviceD-region-companyname.com and make a microsite covering the topic and work on backlinks and links in parallel for both sites, or would we be better off just adding a new section to the existing website and work on the main DA. Will it be easier in the future to enhance 2 different domains or a single one even though all services are not targeting the same audience.

How long does it take for spam link building to take effect?
I saw a recent surge of a low quality website to the top of SERPS, and looking at the link profile is almost 5,000 newly acquired linking RD's, with a total of over 49,000 links. I looked at a bunch of the links and they are super spammy (foreign language, way unrelated and out of context, spam sites with garbage content, pages of paid links to the websites subpages, etc). My question is, how long does it take for Google to recognize this and penalize this shady site?

Domain name holding pages link back, good or bad?
We are a web design and hosting company http://www.spiralsites.com But when we register domains for clients, or they take email only or a name is parked we have it using a holding page which can be seen as follows: http://www.jcevents.co.uk/ is this a good thing? Bad thing? Could it would it should it benefit our rankings? Should we do more to make it look less like our main site and actually try to use it better to help rank our other services pages?

Is it ok for a web design company to have a branded footer link on their client's sites?
Now I know that in general footer links to your site from another site are bad...this is because they are very often spammy...however I like to think that Google is pretty smart and I am of the opinion that a web design company should be able to link back to their own site. Here's why: If a visitor comes across a site that they love the design of, and they want a new website built...why shouldn't they be able to click through to the web designers site? (as long as the client is happy to link to it of course) I also feel that if there are a whole bunch of high authority/pagerank websites have been designed by a web design company and they therefore have a footer link pointing to them, it's probably a pretty good sign that they're a good web designer. Is it not? In saying this I think that the link anchor text should be branded rather than keywords. For example I usually write "Web Design by Static Shift" I'm interested to hear people's thoughts. Am I being blinded by my bias? Thoughts aside, and onto the facts...what are people's experiences with footer links for a web design company. Do they help or hinder?

When you go to the URL and the link isn't there, what does it mean? Looks like the link may have been around since 2011. Any clues? What is an old comment on the story or something?
