Which is the best directory submission service out there? And which are the key directories to get your site listed in?

The best I have ever used is http://www.localsitesubmit.com they hand submit to hundreds of directories.

Using directories for SEO is probably not the best way to spend your time, and if you use a submission service getting a ton of submissions at once will most likely result in negative results.
The ONLY time I use directories is when I have a client looking for "local" listings. And even then I use it with the concept that it will help us get more traffic from visitors to those directories.
The links aren't worth the time in my view....

Hi there, I have a client who wants to advertise in a local directory along the lines of "find your nearest plumber". The directory only has paid listings and they are follow links and they also mention your site or generated landing page may get a nice bump on google. Is there a risk that they may get a penalty for using this directory? The client wants to use it regardless of if it gives them an SEO boost but obviously wants to avoid any penalties at all costs. Edu links service
http://www.getedubacklink.com/ I found this site and was curious if anybody knew if they were legit or quality links in any way. My site has thousands of legit backlinks (none paid or even built through a service) so I was interested in building a greater diversity from domain extensions and thought edu links would be good. However most edu pages I find that allow any links are SPAMMED hard and not worth my time. Thoughts
