How do I go about building links for my website www.capitolshine.com Are there places I don't want to have my links? How do I know?
How do I reciprocate? Where would I put a link on my website without looking like I'm just selling out to anybody who asks? And how do I actually put the links on my site? Do I need a separate page?

Yes irrelevant sites are where you don't want them.
Reciprocal links are now not that great of an idea. Google forbids buying links and reciprocal are almost the same thing. However, if they are generally helpful to the consumer/user then it is alright but don't make it a far stretch.

I would not suggest reciprocating links to start get your google local listings in order and submit to every local placement site. Go for citations more than links at this point try to work on social media. Don't be in a rush to build links it could hurt you.
Just about every site when you search google that offers backlinks for money you should avoid....... Try local news sites and sites like Patch

Any white label link building providers like Audience Bloom?
Have used the services of Audience Bloom and do think they are great in being able to provide white label link building services: http://www.audiencebloom.com/services/link-building/white-label-link-building-services-for-agencies/ They are quite expensive though and so we are wondering if any one can help to provide other similar and credible companies like them that offer white label link building but at a lower cost. DA vs PA when building links
When building links to your site from other sites, what is more important or what weights more heavily? Say a site has a DA of 20 and PA of 34 for that page I want a link from. Say another site has the revese, a DA of 34 and a PA of 20. All things being equal, which site's link to me would be better? The one with a higher DA or the one with a higher PA for the on the specific page I would get a link?

Footer Links And Link Juice
I'm starting to learn about link juice and notice in GWMT > Traffic > Internal Links, that the list is in this order by the links counted on each page. Some are in the footer and some are in the header, with some being more important than others commercially i.e. /register /privacy /terms /search /sitemap /disclaimer /blog /register So I am wondering if I should add a 'no-follow' attribute to the footer links i.e. privacy, terms, disclaimer and leave the others as they are? Is it important to have a geo modifier for local SEO link building?
If anyone here is familiar with local SEO, you may have noticed that there are different local results for: "city + Keyword" and just the "keyword". When building links will you end up targeting both with a geo modifier in the link, or is it beneficial to build links without the geo modifer for the keyword?
