Will Google penalize for backlinks on non-indexed pages?

Have a client who has a bunch of links from spammy sites that aren't even indexed by Google. Will Google penalize (i.e. Penguin) for backlinks from spammy sites that aren't indexed?
I'm guessing "Yes, Google still crawls non-indexed sites and may penalize the sites linked to from the banned site." Anyone have any data or experience with this?
Anyone have a non-indexed or banned site? Does Google still crawl it?

I would think that Google does still crawl these sites (or have just blacklisted them). Therefore, they would still have a negative effect on your client's website.
I would recommend taking a look into Google's new disavow tool - you will be able remove the association with bad links.

The links were built by another SEO firm. I'm working on getting rid of them, was just wondering what others new about links on de-indexed sites.

No Idea as such but the thing is you have bunch of spammy links from low quality sites that you have built, it is better get rid of them. Since there is some possibilities that Google may have crawled those sites earlier and when then deindexed them finding them spammy, risk is always involved.

Backlinks from translated content
Hello, We have quite a few articles "out there" that give us backlinks. We were thinking of also translating the content and submitting it to local content websites, so it can provide us with more backlinks. The main questions here, will this content be recognized as the same content as the English version? Also, being in another language, some of the anchor text might not hit the English keyword. Not sure how Google sees it. Any advise on the matter? thx!!

Backlinks from non-relevant site
There's a forum I used to participate in that allows you to include a link to your website in your signature block. I have over 500 posts in the forum so that provides a lot of backlinks to my website. However, I recently decided to remove my website link from my signature for two reasons: The forum is 95-99% dead. Hardly anyone uses it anymore. BTW, the website that houses the forum is still popular within is niche (articles, etc). Just the forum appears to be dead. The website and its forum really have no connection whatsoever to my business. I'm in a completely different niche. However, I have no idea if I've made the right decision. Will removing my signature and the backlinks hurt my site? Or will it help it since the other site really isn't related to mine? Thanks for any thoughts on this!

Ways to remove spammy backlinks
Hello everyone, I got hit with an algorithm penalty and need to start removing old backlinks ASAP. Does anyone have any good resources on how best to ask webmasters for removal? While link building, should I link to index page of my website i.e www.mydomainname.com/index.html or should I link to root domain i.e www.mydomainname,com Also I see duplicate title error for index page and root domain in error statistic. How can I get rid of this.

Should I 301 Redirect The index.html Page?
Hello, As an experiment I am trying to work with an SBI site but am noticing index.html is being forced on me as the homepage. As I understand it's good practice to 301 redirect the index.html page to the to the actual home page. Can someone please confirm that I am right in thinking this? I'm sure Google knows that these are the same pages and does not consider them as duplicate but surely the index.html page should be redirected right? am I going mad here?
