How to identify spammy website before making backlinks on them

Hi, I search in google but didnt find a proper answer for this! maybe search an incorrect keyword!
The question is, How can I find out a website that I'm going to make a backlink on is a spammy website?
For example I did this guest bloging on this good website: Best Sure-Shot Organic Pest Control Approaches Every Gardener Should Know | Balcony Garden Web
But it seems to be spammy because I use SEO POWERSUIT software that shows this backlink is 20% risk of google penalty!
Is it right!? So how can we rest assured for making a quality backlink? I can not think any other way

You can't use how a site looks or feels to you to get an indication of if it is safe or not...
You need to be checking, aside from the MOZ spam score, through something like SEMrush, what their traffic is like. Have they had any penalties that might be affecting them?
Use The Wayback Machine as well to check the history of the site. This can tell you if it was ever a site you would rather not be associated with or if it has been recently purchased because it has good history and links. Expired domains can surface very frequently and people will charge for gues blogging and lins etc.
You should also check who else links to the site. Are there reputable sites that link to it for a good reason?
Just a few more tips to keep an eye on.

Hi I would say to check few things if you're not sure is the site is spam or not. Mostly, the site impression, feel and looks say it as soon as you land on any site. However, there are possiblity you still remain unsure. I personally use the Google Chrome Plugin to see if the hostname are not suspicious or some wired name. I have MOZ bar plugin again to give domain overview, it also provide me DA and PA, which helps me to understand overall where is that domain stand.
Off course, these all primary elements helps to determin the site we are going to post content or aiming to get back link is not going to harm us anyway.

Ahrefs Backlinks VS Moz Backlinks
HI Team and members We have website related to jobs in Pakistan and we purchased 5 niche edits backlinks to a specific page " MES Jobs 2021" In ahrefs it show only 2 backlinks to that page but in moz 0 backlinks but in actually there are 5 links. Backlinks and SPAM
I was doing some back link review of competitors and I have noticed that many of our competition have 300+ do follow back links from Justia.com and an additional 300+ do follow links from law.cornell.edu (they share the same database). The links on Justia are from different pages and they are all going to the root of our competitors site. So the questions are as follows; 1: For the purpose of SEO is this considered SPAM 2: If not SPAM, then does it have a positive effect on the competitions website and should I attempt to emulate for my client. Should I Use a Backlink Plugin
One of my clients recently asked me if he should use a Wordpress plugin to create backlinks to his website. He mentioned WP-Syndicator as an example. I just redesigned his website and I'd like to ensure that he gets a bit more traffic than he was before. Should I suggest that he purchase/use a Wordpress backlink plugin? My security jobs website was doing very well in Search engines until the penguin got hold of me. I don't profess to be at pro at SEO however seem to have a knack of getting sites to rank well. I think I made some basic mistakes with the original security jobs website, to many links to soon, so I have started again and will build up slowly the backlinks quality rather than quantity this time. My questions is what are the top 20 or so sites that are good to backlink from?

Press Release Sites for Backlinks
OK, I read a previous thread about whether people found press release sites useful (specifically I am considering a reputable pay for release service). I understand the knock on press releases in this digital age (namely that no one reads them and arguably never did . . . ), but I was interested in moving the discussion in a different direction . . . Do press releases services really help a sites performance based on increased backlinking? Is there a SEO benefit to PR services? My company is a local print company. I've done quite a bit of research on my local competitors, and specifically for a couple products we would like to dominate. The good news is that it looks like the hurdle would not be terribly high to really take over the web presence with a well planned and executed website/SEO campaign. My inclination is that for a relatively small company like mine (dealing with relatively small competitors) it WOULD benefit me to pay for the sheer number of backlinks a PR program would generate. The monthly cost is frankly about the same as the cost of this site, which OF COURSE I get value from (hey moderator, how about a couple extra MOZ points for that one!) Specifically, I am looking at this for myself, but feel free to expand the question to the broader topic.

Now, there are a number of do's and dont's when it comes to internal linking, but do those rules apply to news websites that have to interlink relevant news stories, primarily based on their relevancy to the user and the value that they have to provide rather than keeping the idea of page rank sculpting in mind?
