1000's Backlinks from ONE Root Domain - Positive or negative?

One of my website's link is placed over a comment. This website has a "recent comments" section in the footer which is hence appearing on all the websites pages. All tools including - Google Search Console, Majestic and MOZ are showing 45000+ links from that root domain.
Questions:
- Are these links harmful to my rankings?
- Should I get all those links disavowed?
- Should I disavow the root domain or leave the link that lies on the home page?
- What if there are up to 10 links coming from a domain? is that harmful too?
- Apart from disavowing, is there any other option to get this fixed? If at all this counts as an issue...

Thank you for the response. Though we do not have many such instances in our backlink profile, to be on the safer side I resolved this by getting those comments deleted. Contacting the Webmasters proved to be of help.
Now, until the entire Directory website gets reindexed those backlinks would still show up for my website. But as you said, Google understands...

Assuming you've only got one instance like this, search engines are typically smart enough these days to see this is an anomaly rather than a pattern of intentional spam.
It wouldn't be the worst idea to disavow them I suppose but if it were my site, I wouldn't worry about it. On the other hand, if you have a number of instances where this is happening, I'd look to address that quite quickly.
Google understands that weird things like this can happen to all of us and they can't be judging everyone by the individual links or perceived actions. As a perfect example of this, my latest client has never done any form of digital marketing. Looking at their backlink profile they have 7 quality, natural backlinks and 2 Polish spam/scraper sites in their backlink profile. They can't help having their site scraped, just like you can't control the structure of that site you have 45k links from

I want to know about the Impact of Do-follow backlinks and No-follow backlinks for increasing DA.
Have Do-follow backlinks and No-Follow backlinks same value to increase Domain Authority in Moz? Recently, I have created 290 profile backlinks which was do-follow. But from yesterday I have seen all backlinks are no-follow now according to the decision of sites' owners. My site's DA has already increased up to 35. Will this DA fall gradually from now? Moz crawling doesn't show all of my Backlinks
I'm trying to make an SEO backlinks and anchors report on my website When using the Link Explorer, I see no backlinks to show while I have create much more backlinks on this website. Backlinks and SPAM
I was doing some back link review of competitors and I have noticed that many of our competition have 300+ do follow back links from Justia.com and an additional 300+ do follow links from law.cornell.edu (they share the same database). The links on Justia are from different pages and they are all going to the root of our competitors site. So the questions are as follows; 1: For the purpose of SEO is this considered SPAM 2: If not SPAM, then does it have a positive effect on the competitions website and should I attempt to emulate for my client. Redirecting dofollow, high-domain-authority links from one site to another: good idea?
I have two sites that offer help for freelance writers. The first gets almost no search traffic and is very low priority for me. The second is my main priority and gets substantial search traffic. The low-priority site has a significant number of dofollow backlinks from high-domain-authority sites. Is it a good idea to 301 redirect these links to similar/related posts on my high-priority site? Would this potentially boost the SEO of my high-priority site? Thanks for any help!

Backlinks through dofollow commenting
I'm interested in building backlinks to my photography business site by leaving good, engaging comments on other photographers' DoFollow blogs. Is this a good idea? Is it worth the effort? Through a little research, I've managed to locate more than 40 dofollow photographer blogs that have a domain authority of 35+. The idea is to take an hour or so a week to leave 10-20 comments on their blog posts. Would you consider this a good strategy? I rank on the first and second page of most of my keywords that I'm working on, but I want to rank 1st or 2nd on them. I used the keyword finder tool on google adwords to find the keywords that are the most searched for in my area. Surprisingly the competition is not large, so I'm fairly comfident I can get there. I've already optimized my site substantially and I'm looking into link building. Thoughts?

Backlinks From Press Releases - Should I Disavow Them?
About 2 months ago, I published a press release through PRWEB with a link back to my website of course. Now it must have been one of those morning where the coffee wasn't strong enough as my website already has a Penguin penalty I'm trying to get lifted. The intent wasn't to spam the web but rather to gain some traction in the business hosting world. Like I've said, the coffee must've been too weak that morning as it didn't even cross my mind to see if I could "nofollow" the links in the press release. I just hit the submit button... As I'm in the process of submitting a disavow links request to Google, I'm wondering if I should include the URLs to copies of those press releases? I mean, there's no way I can find all those links as it was submitted not long ago. Google and link tools will keep discovering other copies of the PR for months to come probably.

Does the root domain hold more power then an inner page?
Question, Lets say a new domain is launched, the root domain and an inner page target the same term. Google comes along for the first time and indexes the website. Does it see the target term on the homepage as more important then the inner page because you are putting it on the root? I get the feeling terms connected directly with the root domain have a better chance of ranking then the term being on a inner page. Any thoughts on this?
