Does Google ignore duplicate meta descriptions?

Hi there SEO mozzers,
I am dealing with a website that has duplicate meta descriptions (we know is bad).As a punishment, Google totally ignores the meta descriptions and picks content from the website and displays it in SERP.
I already read the https://moz.com/blog/why-wont-google-use-my-meta-description but I was wondering if there is more information/knowledge out there.
Any tips are appreciated!

Yes, if your meta descriptions are duplicates, Google won't use these and instead get a snippet of content on the page. If you want Google to use your assigned meta description, write original and quality descriptions. If there's absolutely no way for you to assign individual descriptions on pages (I've seen some page structures built to share 1 metatitle & description - it's ridiculous), make sure the first few sentences of the page are acceptable as your description as Google would likely pull that info.

Are ALL CAPS construed as spamming if they are used in a meta description tag call to action?
I know this seems like an old school question. As a long time SEO I would never use ALL CAPS in a title tag (unless a brand name is capitalized). However I recently came across a Moz video about creating better calls to action in the meta description tags. Some of the examples had CTAs that were using all caps (i.e. CALL NOW! or LOWEST QUOTES!) I realize there is a debate about the user experience implications. However I'm more concerned about search engines penalizing websites that are using ALL CAPS CTAs in their meta description tags. Any feedback/advice would be appreciated. Thanks

Tools to test meta descriptions?
Hey does anyone know of any tools which can test your meta descriptions against competitors meta descriptions for specific keyword terms. I know one tool called SERP Turkey which uses mechanical turk, i was wondering if there is any others on the market? Even a tool which can automatically score your meta description against others on the SERP results page. E..g optimised, keyword, call to action, etc. Cheers, Chris

Description vs meta description
I have an e-commerce website and am trying to create product category pages. I am under the impression that Description is the text that would appear under the title on a google search and I believe the meta description is just what google reads? Is having BOTH important or just description? Is it ok to duplicate the description for the meta description? I know its not good to duplicate descriptions on other products and pages.

Pagination duplicate title and meta description
Hello, Getting a lot of duplicate title and meta description errors via google webmaster tools. For best SEO practices, do i no-index the page/2's, page/3's...? More importantly, i see how MOZ did it by adding "page 3" to their titles such as http://moz.com/blog?page=3. Is that a better way of doing it? If so, how do i do that on Yoast SEO? Is Google indexing Mp3 audio and MIDI music files? Can that cause any duplicate problems?
Hello, I own virtualsheetmusic.com website and we have several thousands of media files (Mp3 and MIDI files) that potentially Google can index. If that's the case, I am wondering if that could cause any "duplicate" issues of some sort since many of such media files have exact file names or same meta information inside. Ecommerce Duplicate Product Descriptions across 3 websites
Hi, We are an e commerce company that has our own domain but also sell the same products on eBay and Amazon. What is the feeling on the same exact descriptions being used on different platforms? Do they count as duplicate content? Will our domain be punished/penalised as our domain does not have as much authority as EBay or Amazon? We have over 5,000 products with our own hand written product descriptions. We want our website to be the main place/ have priority over the above market places.
