Why did my Domain Authority drop?

I had an ok domain authority. We focused on building backlinks for our website and it shows that we received a significant number of backlinks. However, today, our DA fell significantly. I don't understand why that happened. Can someone please help me with this situation?

I'm considering adding a directory page to one of my websites that lists local groups from all around the world. I haven't kept up with SEO in a long time, but I recall (many) years ago that having a lot of outgoing links and very few (if any) inbound connections was a terrible thing. Are Millions of back links from 3 domains bad?
I have a client that has 4 individual domains with duplicate content mirroring certain sections of the main site as well as the home page. I understand the duplicate content issues but have a different question that I would like advice on. I am seeing 3 of these domains back linking to the main domain causing over 5 million backlinks. Is this bad and can it hurt rankings? One domain has 3,215,658 backlinks and another has 1,553,947 backlinks. I have experienced this in the past with a different client, where sister companies back linked using the exact same anchor text caused over 5 million back links. This client experienced a drop of their top 2 keywords where they dropped from # 1 & 2 positions in Google SERPs to the 82nd position. Appreciate feedback

Educational and Governmental ref. backlinks/domains
I have two question in my mind, decided to first time post and ask the community for better information. 1-How important Educational and Govermental Ref Domains/backlinks are? Shell we try to gain them? Or they are just like the others backlinks/domains? 2-When we break down the backlinks to Images-textlinks. What percent of backlinks should be images? Does the root domain hold more power then an inner page?
Question, Lets say a new domain is launched, the root domain and an inner page target the same term. Google comes along for the first time and indexes the website. Does it see the target term on the homepage as more important then the inner page because you are putting it on the root? I get the feeling terms connected directly with the root domain have a better chance of ranking then the term being on a inner page. Any thoughts on this?

Is it better to link back to the root domain, or the specific page you're optimizing for?
I'm working on a project our site - building links for iPhone Repair. For the term "iphone repair miami" - is it more ideal to link to the root domain (xxx.com) or to the subpage that is about iPhone Repair (xxx.com/iphone-repair)? I would imagine the latter - but obviously that page has less authority than the root. Thanks!
