Is it ok to use encoded special characters in meta titles?

I've read blog posts stating that encoding special characters in title tags is both ok and not ok. Any definitive answer out there?
Do the extra characters from adding encoding count towards the total number of characters that Google displays in SERPs? Or do they just count as one character?

I performed the following Google.com search "SE test insite:seomoz". The result is the page found at: http://www.seomoz.org/q/se-test-jon-goldberg-123-91-389412345678951234567
The search result appears with the complete title including the full appended " | SEOmoz Q&A" added to the end. All characters appear as entered with none converted.

I am pretty sure the answer is going to be no. I think the SEs will see the hard-coded characters as what you entered and wont convert them. There is probably a way to get the characters you entered recognized, but I am not sure what the process would be.
As a test, I made a new Q&A. The title is exactly 57 characters. SEOmoz appends " | SEOmoz Q&A" to the end of each title which is an additional 13 characters. We can check later when the page gets indexed and see what happened.

Sorry for not being more specific. I meant, is it ok to use { in place of { and [ in place of [. I am more concerned with using hard coded special characters having a negative impact on rankings than title length. I've read that Bing tells webmasters not to use <>{} but I've seen elsewhere that these are ok on Google. Would hard coding these make their use acceptable on all SEs?

Are you referring to foreign characters? Titles such as "Здравейте българи"?
They each count as one character.
I am basing that understanding on an example I located. When I search the above page in Google the 2nd result shows a title with 60+ visible characters. When I view page source on Google, I see the very long encoded characters which far exceed the 70 character title limit.
Example:<link rel="canonical" href="http://www.mydomain.com/Здравейте-българи/" />
I know Roger complains during SEOmoz crawls. I wish Roger could be as smart as the Google crawler

Is the URL Matching the Page Title Important?
Hello I have tried searching for an answer on this but I can't get a clear answer due to the results when searching for URL title. I have just launched our second Shopify site for one of our brands. My first site launched in 2014 but when I launched I didn't pay much heed to SEO for page titles, URLs, etc so have retrospectively fixed this over time. For my Shopify site just launching I want to get it as right as possible from the start (learning from mistakes). My question is regarding URLs and what my approach should be for better SEO. So, I have a page with a Title of Newton Leather Wallets, Purses, Card Holders & Glasses Cases and the URL is https://www.tumbleandhide.com/collections/newton-leather-wallets-card-holders It was my understanding that I should try and make the URL reflect the Page Title more accurately. The problem is that this takes the character count to 77. On other pages it can be in the 80s. Will the above link be better for SEO than say just https://www.tumbleandhide.com/collections/newton I am just wary of the URL's being too long as my Moz Site Crawl is returning a lot of URLs that are too long. Use of '&' in meta title
Hi, I know that use of '&' would be helpful to save space and also add more keyword variation to the title tag. But just want to make sure if it matters if I use '&' in most of my title tags? And also is it common to use more than & in one title? Would the following title be different in Google's perspective regardless of the title length? I am thinking they are all targeting the keywords 'fruit cake' and 'fruit bread', but the first one is the best. buy fruit cake & bread buy fruit cake & fruit bread buy fruit cake and fruit bread Thanks in advance.

Have you used Reziew or Reevoo?
We are looking into companies to work with for customer reviews and ratings on our e-commerce site. We want our customers to see what others think and we want unique and fresh content on our site for Google to see and the rating star rich snippets in the SERPs. Two companies we're looking at right now are Reziew and Reevoo. Has anyone had any experience working with them? Any advice for choosing one? Or advice in general about choosing a partner for this? Any other companies you recommend?

I am optimizing title tags and was wondering if it makes a difference if I use "commas" in between keywords that are synonyms or should I use "and" instead?
For example: "pants, trousers at pants.com" or "pants and trousers at pants.com".

Why is SEOMoz telling me that meta descriptions are missing?
We have descriptions using an Ektron CMS on a .NET platform. IT is wondering if using "meta ID" vs "meta name" is the issue? Strange titles showing in WMT?
On one of my wordpress sites, I have just checked it out in Google Webmaster tools and under duplicate titles it is showing spam titles which I did not add? Lamisil Buy - Buy Online on two pages of the site However these two pages are no longer online? So I have 2 quick questions please 1.) How did they add a title to these 2 pages 2.) Why is it still showing in WMT when these pages are no longer live? Also under duplicate titles it is showing pages that dont exist? i.e. ?yonidza=orde and some of which such as weddings.html are pages from the old site structure that no longer exist - how can I reduce these errors down?

2 Titles
The analysis said that I have two titles on our main page. www.msperformanceonline.com the 1st is "Camaro Accessories, Camaro Parts, MS Performance" and the second is ( and""). I have looked and can't find out where it is!?! I been looking for hours through the code. Is there anything else I can use to find it? I Anyone's help will be appreciated.
