URL Structure - Homepage, Country and State Pages

Hello,
I am creating a website (or websites if best format) that will have state-specific boating license courses for every state in the US, Canada and Australia. I would like the content to be available on the website in English, French and Spanish. I want to be the global leader in providing boat test courses.
For the (1) homepage, (2) country pages, and (3) state pages, what is best SEO format I should use for:
(a) URL structure
(b) "href lang" code
(c) rel canonical code
(d) will meta content with non-English pages need to also be in the non-English language of that page?Also, what server company do you recommend I host my website with?
I am a non-programmer and learning SEO, so any and all help will be greatly appreciated!

In order to give you an answer about the best international Web structure, could you please confirm: Where's your target audience for your site? Do you want to target the audience of some specific countries (those where you will have the courses from)? Or do you want to target audience that speak a specific language abroad? Could you please confirm the country and language target for each one please?
For hreflang tags best practices you can refer to this post I wrote at the Moz blog with examples and a tool to help you generate them.
You can still using "self" referral rel canonical annotations in each one of your pages since these won't be seen as duplicated (they will be whether targeting to different languages or in the same language but to different countries) but you don't need to use cross-language or cross-country, as Google describes in their international FAQ.
It's important to note that each of your international Web versions should feature specific content optimized for each one of them in the relevant language, targeting its specific audience, from Titles, Meta Descriptions, URLs, all should be in the relevant language, with specific terms used by the visitors you want to attract. This is why doing a full initial research to identify if there's enough volume in each country and language to compensate to build independent Web versions is fundamental.

There is some confusion and want to clear it up.
For URL structure, do you recommend [domain].com/[country]/[state]? Is there a better format to use? For example, [domain].com/[2 letter language code]-[2 letter country code]/[state]
For the above State page, what should I put re: "href...." if any?
Where do I insert rel canonical? On every page, including the homepage? ONLY on duplicate pages?
If I have a non-English page, is there an advantage of having the meta data in that language vs. English?

I'm not totally sure I understand what you're asking either, but I'll give it a shot:
- Best URL structure: To some extent it's just your preference, but I'd go with something like domain/country/state.html (you may use a different language than html.)
- Href lang code: I'm not familiar enough with this to comment.
- Rel canonical code: Just use the standard code <link rel="canonical" href="(insert page URL)" />
- META data: The content and the META content should be the same language. Why would it be any different?
- Hosting company: I work for a Christian hosting company, so if your a Christian, I'd be happy to host your site. I don't really have a recommendation beyond that.

E-commerce : 1 site per country or 1 site per language?
I'm working with an European e-commerce; they already have a French website with a .fr domain. They want to target the Belgium with a .be domain and the Nederland with a .nl domain. Belgium = 50% dutch, 50% French. Is it better to do 3 websites, one per country, or 2 websites, one per language ? Thinking to SEO, costs, VAT management, what is your opinion?

What are the best practices for translation of city/state names for international SEO? (ie. New York in English vs. Nueva York in Spanish)
I'm working on international SEO / translation of a global travel site. While we have a global keyword research and translation strategy in process for each market they serve, I've run into a unique question. Overall, we are translating (and localizing) content for each market but aren't sure what to do with location names. Each country/state has cities and locations that have their own dedicated pages. I see three options for these location names (when titling a page and writing content): keep them in English, translate the names in the market languages, or use a combination of the two. The challenge with altering the location names to the market languages is that they are truly not known by those names. Though there are some instances where it may make sense…for instance **New York **in Spanish would be "Nueva York" with **‘**Nueva' being the Spanish translation of ‘new’. There are other instances, where no translation exists. If you’ve had a similar experience I'd love to hear your approach/recommendation.

Massive jump in pages indexed (and I do mean massive)
Hello mozzers, I have been working in SEO for a number of years but never seen anything like a jump in pages indexed of this proportion (image is from the Index Status report in Google Webmaster Tools: http://i.imgur.com/79mW6Jl.png Has anyone has ever seen anything like this?

Anyone have an idea about what happened? One thing that sprung to mind might be that the same pages are now getting indexed in several more google country sites (e.g. google.ca, google.co.uk, google.es, google.com.mx) but I don't know if the Index Status report in WMT works like that. A few notes to explain the context: It's an eCommerce website with service pages and around 9 different pages listing products. The site is small - only around 100 pages across three languages 1.5 months ago we migrated from three language subdomains to a single sub-domain with language directories. Before and after the migration I used hreflang tags across the board. We saw about 50% uplift in traffic from unbranded organic terms after the migration (although on day one it was more like +300%), especially from more language diversity. I had an issue where the 'sort' links on the product tables were giving rise to thousands of pages of duplicate content, although I had used the URL parameter handling to communicate to Google that these were not significantly different and only to index the representative URL. About 2 weeks ago I blocked them using the robots.txt (Disallow: *?sort). I never felt these were doing us too much harm in reality although many of them are indexed and can be found with a site:xxx.com search. At the same time as adding *?sort to the robots.txt, I made an hreflang sitemap for each language, and linked to them from an index sitemap and added these to WMT. I added some country specific alternate URLs as well as language just to see if I started getting more traffic from those countries (e.g. xxx.com/es/ for Spanish, xxx.com/es/ for Spain, xxx.xom/es/ for Mexico etc). I dodn't seem to get any benefit from this. Webmaster tools profile is for a URL that is the root domain xxx.com. We have a lot of other subdomains, including a blog that is far bigger than our main site. But looking at the Search Queries report, all the pages listed are on the core website so I don't think it is the blog pages etc. I have seen a couple of good days in terms of unbranded organic search referrals - no spike or drop off but a couple of good days in keeping with recent improvements in these kinds of referrals. We have some software mirror sub domains that are duplicated across two website: xxx.mirror.xxx.com and xxx.mirror.xxx.ca. Many of these don't even have sections and Google seemed to be handling the duplication, always preferring to show the .com URL despite no cross-site canonicals in place. Targeting an Specific Country Audience - Domain Q
Hiya everyone! I know this might entail a novice SEO question, but i am having some doubts. Hope you can give your opinions. Its kind of technical question regarding domain and country targeting. I have a Steel Construction company targeting only the audience of the particular country. Last year, i bought the targeted domains for my brand (company name), as in domain.country specific TLD, Should i use these domains, redirect them, or something? Would that help?. I currently use domain.com, but i am constantly being beaten down by websites with domain specific with overly thin content, no PA or DA, and 0 links to their site. Should i use my country specific domains, would that make a difference? Note: I also run some marketing campaigns for charitable foundation i started, and i used country specific domain and server, and with little effort i ranked top 3 in most of the desired terms. Any help or comment is appreciated, Thanks!

Backlinks to rewrite urls and russian cyrilic characters
Dear Mozers, I've been tried different methods for backlink building and I need some help in order to make it clear in my mind. I have a multilingual website. Also it has russian language which is our basic market. My main keyword is(Недвижимость в Греции) which means Properties in Greece and of course I target my russian first page which has url rewrite (because I have to include my keywords in url) with cyrrilic characters - http://www.halkidikiproperties.com/ru/халкидики-недвижимость-греции/. As I see these backlinks doesn't appear in seomoz tool and there is no improvment in link analysis tab. Do I have to target better my home page than this url rewrited page or maybe do I have to target www.halkidikiproperties.com/ru/ which is the main russian page but before the url rewrite? Also as I see my competitors targeting their homepage without any rewrite but they are not multilingual. Do I have to analyze better this specific rewrited-url by using Link analysis tool? Is it possible to analyze a specific url? Thank a lot , It will be really helpful your assistance. Regards, George

Different Home Sites for different Countries but same Language
We'r starting a new webshop soon and and one of our programmers came up with the following: Different Home Sites (Index Pages) for Austria and Germany. The Language is both times German but some words are different than others. The customer would like to have that. So we would have: domain.com (No Austrian or German IP Address) domain.com/at/ (User with Austrian IP Adress) domain.com/de/ (User with German IP Address) Is this SEO wise a disadvantage? How to set up the canonicals? DE & AT Page with the Canonical on the main Domain? Any advice? Thank you

Use country-specific domains or stick to already strong .com domain?
We run an online store with the majority of our customers coming from 4 different European countries. The site is accessible through TLD's of all of these countries. However our .com domain currently has the most links pointing to it and the highest domain authority. Unfortunately, we are unable to tell through which TLD visitors reach our site. The niche is rather competetive, and therefore I am unsure whether it would be worth it to solely use our .com domain for the English language, and try to rank for each of the seperate languages with its own country-specific domain. **Question/discussion: **Will it be worth the costs and time to spent to build links for the country specific domains in these countries, or should we focus on making our .com domain stronger and use it for all countries? I'm aware of the benefits of ranking with a domain in the country the user is in. Note: We have major duplicate content issues at this moment, due the content being available in different languages, on a handful of domains. On each domain, users can view the site in different languages. In addition, the language indication in the url is not very clear (?lang=x) so I believe this should be improved to make it easier for search engines to tell which language is presented. If I choose to use a different language for each TLD, then the language flag in the navigation on the site will point to a different domain, so each language is hosted on 1 domain and there is no more duplicate content. However, I'm afraid this will lead to lower rankings, as the (strong) .com domain will no longer host the content in different languages.
