One other question - for a site where I have a page like https://guruseoservices.com/seo-services/ and then I want to create a page per city should I create this structure maintaining a flat URL structure --> /%city%-%state/province%-seo-services page or shift to a more siloed structure such as /%state%/%city%/%service% structure?
