RE: How to Fix Inappropriate Backlink Anchor Text?
Disavow Links: If contacting website owners doesn't work or the links are clearly spammy, disavow them using Google Search Console's Disavow Tool. This tells Google to ignore these links, but use this option cautiously as disavowing too many links can harm your SEO.
Monitor and Repeat: Backlink profiles are dynamic, so continue monitoring your backlinks regularly and repeat the process as needed. -

I have a competitor website name Richmond Locksmith 24/7 How can i check its outbound links on moz??
Open Site Explorer (OSE) from Moz: Although it doesn't directly show outbound links, you can enter your competitor's domain to see which domains link to it (inbound links). This can indirectly reveal some of their backlinks, which might also link to them in return.

RE: Google redirect backlink created. Do I have to ping this for Moz to recognize it?
@dlwnsh0510
Modern search engines like Google, Bing, and Baidu constantly crawl the web and discover new content, including backlinks, through various methods. Pinging a backlink won't significantly impact this process.
Tools like Moz rely on their own sophisticated algorithms and data sources to discover and track backlinks. Manually pinging them usually isn't necessary.
