Penalty for Changing Home Page Title Tags

I'm certain of the answer to this question, however I wanted to get some input from the experts in Moz-land to hopefully provide some additional perspective. I recently disagree with a client's assertion that there is some penalty Google levels for changing the title tags of your home page. Now, I understand changing the title tags can influence serp rankings, however, is anyone aware of some penalty Google levels for simply changing the title tags? Most of what I've read and experienced has people changing them all the time without some phantom penalty. It seems to me a problem of correlation = causality, in that people often attribute a drop to an action that may not have actually been the cause.
Anyway, if you have any particular insight on this top I would appreciate it greatly.

I have changed title tags on several sites, several times and those sites never experienced any kind of negative impact.
There was one instance in 2009 when I updated a title tag on an ecommerce site. This was one of many changes made at the same time. One of the changes I was "directed" to make was to add about 6-8 really spammy direct links using exact match anchor text to the home page. The site dropped from 1st position for its brand name. The cause was determined to be my optimized title tag....not the spammy links the CEO decided to add to the home page.
Within a few days the site was back in the number one spot. I think this is a good example of the correlation = causuality Brandlabs mentioned above.
Just because I know Brandlabs specializes in Volusion, you might find it interesting that the scenario I just described occurred on a Volusion store.

I'm actually not having a problem with it per se. A client I'm working with swears that he was penalized for changing his title tags, and thus was very upset when I optimized his into 2013 SEO conventions. I had never heard of this kind of penalty and wanted to check in with people and see if they've experienced anything like it- because I'm pretty certain that's not a thing at all.
How often do you guys update title tags?

I have never heard of a penalty for changing a title tag (perhaps the use of a poison word could impact it).

It would help if you provided the original title tag, new title tag, and the page's URL.
As far as I know, there is no special penalty for changing the home page title tag. Maybe you changed it to irrelevant KW's and that is why your traffic dropped.

Site name in page title - leave it or remove it?
Hi all, Recently came across some authority blog (quicksprout to be precise) which stated that apart from main page, contact page, about us and some other generic pages, site name should be removed as it might produce duplicate content. example "How to blog | Example Site name" This mostly is the issue with tags and categories pages as it shows on Moz issues. Include Site Name in Page Titles or not
i would like to ask if it is a good practice or not to Include Site Name in Page Titles. My page is not selling products it is about plagiarism checker tool. i will give one example in one page we are writing about the plagiarism types so the page title is plagiarism types and then is the site name. what is the better practice? Long Meta Titles on Dynamic Pages
What to do with long meta titles on press release pages. Unlike other pages on the site, press release pages have no physical value and are dynamically created picking data from the database. Such pages i notice are automatically picking the URL/H1 as meta title and meta description. How to shorten such meta titles and descriptions? Punctuation at the Start of Page Titles
one of my clients appears to be using an exclamation mark (e.g. "! Graphic Prints By Mirrorin - Fun Childrens Graphic Prints") and to be completely honest, I have no idea if this is bad practice or if it wont have any affect from an SEO point of view? Any help would be appreciated because it is site wide, therefore if it is an issue I would like to be able to get it sorted asap! Thanks

Which Meta Tags would you recommend having on the pages?

Keyword Placement in Page Title - will changing it make a big difference?
Hiya guys I've noticed since changing my Title of my forum from: Talk Nightlife | Nightlife and Clubbing forum for the UK to Talk Nightlife | Nightlife Forum and Clubbing Guide for the UK (current) ... That its jumped from 22nd to 10th in google for term "nightlife forum" Am wondering, because of the on site optimisation tool telling me I should put the keyword to the front to something like eg: Nightlife Forum | Talk Nightlife Clubbing Guide for the UK Will changing the Keyword and putting it to front of the Title make a big difference? Would Changing the Titles of Root Categories Be Bad?
I have researched some more effective keywords to change my root category titles to. I am wondering if it would be a bad idea to change these titles considering all the things that could go wrong. From what i'm gathering there are a LOT of things that can go wrong but at the same time these things do need to be changed sometime! Is this a good or a bad idea & why? What could go wrong? Should I try changing the category titles one at a time instead of risking every one of my keywords / category titles not working out in the serps right away?

Finding unique title tags for each media coverage page
We have multiple pages for our media coverage, and each page has the same title tag. I know it's important to have unique title tags, but if each page is just a listing of your media coverage (page 1 of 9, page 2 of 9, etc) then how do you create unique title tags for each media coverage page?
