How to select a quality site with SEOmoz root domain ranks for guest blogging?

Hi all!
I'm going to submit a few guest posts to several web sites. When I'm selecting a blog, to submit a post, I use SEOMoz root domain statistics ( specially DA).
I need to know what is the optimum rank level for select a good quality website to submit posts? Currently I use DA30 or higher sites. Is it a good?
Apart from that, what are the other criteria that I should check? Specially after the penguin 4 update?

Useless website; webmasters post cheap content to get a link.
No social engagement, ads everywhere... Even if the DA is 44, just forget this kind of website for guest posts.

If my mother landed on the site from Google, would she call me and complain about the crap that Google's indexing and why doesn't she get better results. That's one measure. Another would be is this site one you'd feel comfortable putting up on the projector in a meeting and saying that you got a link from them.

Thank you Erwan your information. Yes PR is a major factor. Could you please give me a clue to identify spammy sites? You mean copy paste blogs?

1/ You could also look the PageRank. If you are PR 3, focus PR 3+ websites.
2/ Most important is the website himself. Does it look spammy or does it have a real content? Is it an interesting website? Is there affiliate links, text link or casino ads ?
If a website is new but has only high quality posts, it does not matter if DA is under 30 and PR still 0.
3/ A natural linking profile means also links from "low" websites, not only from PR3+ by example, especially for a new website.

Often you can get a feel of the quality of a website from just looking at it.
Does it look professional? Would you be proud of hosting your content there?
Another thing to take into account is the user interaction that a website receives. A website may have a high DA but if the articles have no comments or social shares then it's unlikely the content is particularly credible. On the other hand, sites with lesser DA but interaction through comments and social shares is much more appealing to me.

SEOmoz Not Picking Up Links
I'm finding that SEOmoz often doesn't pick up on many of the links my client's websites are attaining. The links do appear in search engine and often have a high domain authority (often PR links, which I why I follow up to see if they've been picked up). I do tend to see many of the links appear in webmaster tools, so it's a little frustrating that they don't appear, even after months of pages being live. Thoughts?

Can you export a keyword rankings report with the keywords listed in order of ranking ?
My keyword ranking report shows the results all jumbled. I can put them in order when viewing the report online, but when I export it , the results go back to all jumbled rankings.

I checked some of the results with OSE that ranked top on Goolge SERPS that have high Domain Authority,Page Authority 1 and content on the website's particular page is thin. How come they rank high when PA is very low?

Increasing Domain Authority scores
Ok, a bit of a 'how long is a piece of string' type question this... Looking for the opinions of wiser users than myself in trying to work out how long is a realistic target for getting my domain authority somewhere near that of my competitors. I have been tracking my domain and three competitors in the campaign tool for a few months and they seem to average about 0.5 increase a month in their DA - they are averaging around 65 DA each. My site is currently DA 32, has increased from 21 in 5 months. Is this a decent rate of increase? How long would people expect it to take to increase a domain by 10, 20 etc? I know there are too many variables in the world of seo for a complete 'do this and this will happen' answer, but it's good to have a DA goal to work to, it acts as a good motivator for staff, especially when you begin to close in on competitors. Why when I use http://www.opensiteexplorer.org and I'm researching our Blog.URL.com's does the tool say "No Data Available for this URL"? Example: http://www.opensiteexplorer.org/links?site=blog.centurypayments.com

Keyword ranking tool
Hello, What is best practice for knowing if a keyword is too difficult to try to rank for. i understand the keyword difficulty tool in seoMOZ, but am unsure of how it actually relates to if I should attempt to rank for the keyword. Is there a differential people use such as if a site has a Page Authority of 60 we will not try to rank for a keyword that has a keyword difficulty ranking of 40?

Ranking Tracker not correct?
Over the last 6 weeks I've been linkbuilding for one of my customers. The search term is: bed and breakfast portugal. It is not easy but we are making progress. The goal is the number 1 page (top 10 results) in Google.nl I've been keeping score with Rank Tracker and also created a campaign. Last week we were still ranked 11 (for some time already) according to Rank Tracker but tuesday we made a jump to number 7. Whoehoe you would say but opening up Chrome and Firefox browser I am still seeing www.bedandbreakfast-casaceedina.com on the 2nd page? Maybe somebody can give me an explanation? I've de-personalized my search and also Rank tracker show s the command they are using: http://www.google.nl/search?q=bed+and+breakfast+portugal&pws=0 However also using that I'm not seeing my client back at position 7. How can the Rank tracker information be so wrong, I was hoping not off course 🙂 Your help is appreciated very much.
