Google Penguin 2.1 Penalty - Recoverable?

Hello,
I have a client that was hit very bad by the Google Penguin 2.1 update. He mentioned he did an intensive link analysis and removed all the bad links; however there were a lot of them (around 6000). His domain has a decent sized domain authority of 30/100.
I'm wondering if it's worth it to try and save his domain, or start fresh from a new one. Due to the high number of links I'm not 100% confident that all the bad links were taken care of, and I've heard that even if you remove the links Google won't lift the penalties.
What would you do...get a new domain, or risk the next couple months trying to save the existing one?

Until more people understand what disavow actually does, it's going to be rare that we hear good recovery stories. Disavow gets rid of the rotten wood - it doesn't build you new foundations.
So if the disavow is done correctly and thoroughly, go build a new foundation. You can do that on the current site but yes, sometimes a new domain is the fastest & easiest way.

Beyond what Travis communicated I'll add this:
If a site was "artificially" ranking due to bad links, and those links are being removed, why would it somehow rank again after they're gone?
Think of it this way: You have a house built on a foundation made out of wood. Building codes require your foundation be built out of concrete. Take away the wood. Why would the house remain elevated at that point?
Without replacing the "artificial" signals with new, more trustworthy signals, a site isn't going to recover.
That then begs the question - how does the site get those new signals? More questionable links? Not advisable. Better to expend energy to generate higher quality reasons for ranking.
And that then leaves us with Travis' question about cost / worth effort considerations.

Have you looked at his disavow file? There might be a problem with it and the disavow never actually went through. I know it seems pretty basic, but I've solved a lot of problems by asking a prospect if they've checked their robots.txt configuration. I'm sure you understand what I'm talking about.
Perhaps you're right, perhaps enough bad links weren't removed. Though I've heard of recoveries taking up to one year, without new links earned or more old links removed, even though the disavow was thorough. Draw on multiple link sources and check again. I've manually plowed through thousands of links in a few days. Sometimes you just have to dig in, but it would be wiser to see if the disavow was properly formatted and submitted first.
If it was properly formatted and submitted, then you have to make a decision based on the client's business. At what point does time and money intersect at $0? Can you rebuild that traffic/profit faster than that by starting over? It's risky either way, but if you can find something went wrong in the first round there's still a fighting chance.

Hello I know a site which has the following things and it is not hit by google penguin at all and is ranked on first page first link in google.com.pk it has 1.3K total backlinks its has 34 referring domains according to ahrefs the exact match keyword which is ranked in google.com.pk as first position is used in 1.2 K backlinks its DA is 18 and PA is 31 its citation flow is 19 trust flow is 13 targeted exact match keyword is present in Title and description also. Now tell me what is happening here.

Google and PDF indexing
It was recently brought to my attention that one of the PDFs on our site wasn't showing up when looking for a particular phrase within the document. The user was trying to search only within our site. Once I removed the site restriction - I noticed that there was another site using the exact same PDF. It appears Google is indexing that PDF but not ours. The name, title, and content are the same. Is there any way to get around this? I find it interesting as we use GSA and within GSA it shows up for the phrase. I have to imagine Google is saying that it already has the PDF and therefore is ignoring our PDF. Any tricks to get around this? BTW - both sites rightfully should have the PDF. One is a client site and they are allowed to host the PDFs created for them. However, I'd like Mathematica to also be listed. Penalty after 301 redirect?
We run a training center. We had 1 main website and 2 dedicated websites to certain themes. The 2 dedicated websites are older and the main website is about 6 months old. The 2 dedicated websites had a top 5 ranking for their most important keywords. 2 weeks ago we imported all the content from the dedicated websites into the main website. Then immediately after we did a perfect 301 redirect of these websites to the main website. 2 SEO companies checked it for us and so I'm very sure this is done right. Google immediately caught this up and gave the main website a boost. We where in the top 10 for many important keywords for 1 week. The next week all our rankings dropped. We only have a top 50 ranking for 10 keywords. Before it was 75 keywords in the top 20. Do you know what could have caused this? Any suggestion, thought, ... is welcome!

Does Google throttle back the search performance of a penalised website/page after the penalty has been removed?
Hi Mozzers. Back in 2013 my website www.octopus-hr.co.uk was hit by a Penguin 2.0 penalty owing to a harmful backlink profile built by a dodgy SEO consultant (now fired). The penalty seemed to apply to the homepage of the site but other pages were unaffected. We got what links we could removed, disavowed the rest and were informed in September 2013 that the penalty had been removed and our re-inclusion request had been successful. However our website homepage still ranks poorly for the search terms we're targeting in the UK: "HR Software" "HR Systems" On page factors are in my opinion pretty well optimised for these search terms. In terms of link building post penalty we've focused on high authority and relevant sites. I believe that compared to most of our search competitors the back link profile to our homepage is in pretty good shape, however it still ranks badly. Has anyone had any experience of a penalty hangover from Google in the past? Are there other things I should consider? Thanks David

Google places keyword variations

Do I get citations that contain that keyword somewhere on the page? Do I optimize for these keyword variations on the actual website itself? (not the places listing). Previously ranking #1 in google, web page has 301 / url rewrite, indexed but now showing for keyword search?
Two web pages on my website, previously ranked well in google, consistent top 3 places for 6months+, but when the site was modified, these two pages previously ending .php had the page names changed to the keyword to further improve (or so I thought). Since then the page doesn't rank at all for that search term in google. I used google webmaster tools to remove the previous page from Cache and search results, re submitted a sitemap, and where possible fixed links to the new page from other sites. On previous advice to fix I purchased links, web directories, social and articles etc to the new page but so far nothing... Its been almost 5 months and its very frustrating as these two pages previously ranked well and as a landing page ended in conversions. This problem is only appearing in google. The pages still rank well in Bing and Yahoo. Google has got the page indexed if I do a search by the url, but the page never shows under any search term it should, despite being heavily optimised for certain terms. Dropped ranking - Penguin penalty or duplicate content issue?
Just this weekend a page that had been ranking well for a competitive term fell completely out of the rankings. There are two possible causes and I'm trying to figure out which it is, so I can take action. I found out that I had accidentally put a canonical on another page that was for the same page as the one that dropped out of the rankings. If there are two pages with the same canonical tag with different content, will google drop both of them from the index? The other possibility is that this is a result of the recent Penguin update. The page that dropped has a high amount of exact anchor text. As far as I can tell, there were no other pages with any penalties from the Penguin update. One last question: The page completely dropped from the search index. If this were a Penguin issue, would it have dropped out completely,or just been penalized with a drop in position? If this is a result of the conflicting canonical tags, should I just wait for it to reindex, or should I request a reconsideration of the page?
