Unnatural Link Notification - Third Go Round, specific questions

Hi all, I'm posting what is sure to be a common question, but I can't seem to find much information by searching Q&A over the last month so thought I'd throw this out there. There's a lot of 'what do I do??' questions about 'unnatural link notification', but most of them are from first timers. We're pretty far along in the process and it feels like we're going nowhere, so I was hoping to pick the brains of anyone else who's 'been there'.
We have a client that we inherited with an unnatural link profile; they were warned shortly after we took them on (around March was the first warning). We compiled an apologetic letter, specifically identified a previous agency who >was< doing bad things, mentioned things would be different from now on, and provided a list of links we were working on to remove based on WMT and OSE and some other sources. This was submitted in early June.
Traffic on the main keyword plummeted; ranking went from top 5 to about mid-page 4.
We got hit with that same rash of Unnatural Link warnings on July 23 that everyone else did and after looking around I decided not to respond to those.
We got a response to the reinclusion request submitted in June above, saying the site was still violating guidelines. This time I went all out, and provided a Google docs spreadsheet of the over 1,500 links we had removed, listed the other links that had no contact info (not even in WHOIS), listed the links we had emailed/contact formed but got no response, everything.
So they responded to that recently, simply saying 'site still violates guidelines' with no other details, and I'm not sure what else I can do. The campaign above was quite an investment of resources and time, but I'm not sure how to most efficiently continue.
I promised specific questions, so here they are:

Are the link removal services (rmoov, removeem, linkdelete, et al) worth investigating? To remove the 1,500 links I mentioned above I had a full time (low paid) person working for a week.

Does Google even reconsider after long engagements like this? Most of what I've read has said that inclusion gets cleared up on the first/second request, and we're at bat for the third now. Due to the lack of feedback I don't know if their opinion is "nope, you just missed some" or "you are so blackhat you shouldn't even bother asking anymore".

One of the main link holders is this shady guy who runs literally thousands of directories the client appears in thanks to previous SEO agency, and wants $5 per link he removes. Should I mention this to Google, do they even care? Or is it solely our responsibility?

That's a really tough spot to be in, Valery - I can sense the frustration!
As far as your last question is concerned, Matt Cutts, in the blog post clarifying the new link warnings, specifically states that you should inform them if a network is charging to remove links:
In a few situations, we have heard about directories or blog networks that won't take links down. If a website tries to charge you to put links up and to take links down, feel free to let us know about that, either in your reconsideration request or by mentioning it on our webmaster forum or in a separate spam report. We have taken action on several such sites, because they often turn out to be doing link spamming themselves.
Have you tried asking for this same kind of help in the Google Webmaster Forum? Wouldn't hurt to double your possibilities - I've heard of some folks getting direct responses there.
It's possible that there was more than just dirty links going on that added to the penalty - assume you've looked for and cleaned up all the other Black Hat techniques that might have been in use?
Sorry, no experience with the link removal services so no help there. The folks at Link Research Tools have just recently released a nearly free Link Detox tool to look at link quality - might be worth running to see if it flags anything substantial you missed.
I'm sure your patience has just about run out, but I'd stick with it a little longer, especially if the site is otherwise high-value.

Are links on sites that require PAD files good or bad for SEO?
I want to list our product on a number of sites that require PAD files such as Software Informer and Softpedia. Is this a good idea from an SEO perspective to have links on these pages?

Google webmasters tools, Majestic and Ahref in a simple case study (Bad links and Good links)
Hey guys, This case study started from here. A simple summary, I discover that I got +1000 backlinks from Blogspot though Google webmasters tools after making a connection with owners of these blogs which points to my new blog. Before starting I proudly invite Thomas Zickell and Gary Lee in this discussion. I wish you accept my invitation. Let's go to the main point, I've used Google webmaster tools so I will start with. Then Ahref which used by **Thomas **and then Majestic which used by Gary. Take a look at "001" screenshot, you will see that Google webmaster tools discovered 1291 links points to my site. Take another look at "002" screenshot, you will find that there are 22 domains points to my site. Most of them are good links since they are coming from websites such as Google.com, Wikipedia.org, Reddit, Shoutmeload, WordPress.org, ...etc. Beside +1000 backlinks came from Blogspot.com (blogs). Also, there's some bad links such as this one came from tacasino.com Necessary to say that I've got some competitors and they nicely asked me to stop the competition for some keywords and I've ignored their request. So, I'm not surprised to see these bad links. At "002" screenshot, we can see that Google didn't discover the bad links as they discovered the good links. And they discovered a lot of backlinks which not discovered by any other tools. **Let's move to Ahref, ** I will use screenshots provided by Thomas. At "003" screenshot, you can see Ahref report that say 457 links from 10 domains. By the way, social engagements data are wrong. I got more than zero engagements .. really. At "004" screenshot, you can see domains points to my site, links with anchor text. Take a look at the second link you will find that it's a spammy link coming from PR2 home page since it's is over optimized. the third link is also a spammy link since it coming from a not-relevant website. Beside other bad links need to be removed. So, Ahref didn't discover all of my good links. Instead of that it discovered few good links and a lot of bad links. In a case like this a question come needs to be answered since there are some people trying so hard to hurt my site, Do I have to remove all this bad links? Or, just links discovered by Google. Or, Google understand the case? **Let's move to majestic, ** Gray Lee provided data from majestic which say "10 Unique Referring Domains, with 363 links, 2 domains make up a majority." Since Gray didn't take any screenshots I will provide mine. At "005" screenshot, you can see some of the bad links discovered by Majestic. Not all of them discovered by Ahref or Google. In the other hand, Majestic didn't discover all of my Good links. Also, there's a miss understand I would like to explain here. When I published the Discussion about +1000 link. Some people may think that I trying to cheat you by providing fake info and this totally wrong. I said before and I'm saying that again you are so elite and I respect you. Also, I'm preparing for an advanced case study about this thing. If any expert would like to join me this will be great. Does linking older posts help?
Asking a blogger to add an anchor text into their old post that relates to my niche. does that help with backlinks? does the quality of backlinks determine by how new the post is or the page rank determines all? for example a new post with lesser page rank vs a old post with higher page rank which one is better to put your link on?

Has anyone had experience with the Disavow Links tool? If so did you notice positive results from it?
I recently noticed a large number of backlinks from low authority directories coming in for one of my clients. These links were either purchased from a competitor or from a directory service site that knows we might be willing to pay to have bad links removed. I've contacted the website admin and they require a payment of $.30 per link to have them removed from their directory. Has anyone had a similar experience? I'm also considering using the disavow tool but I've heard the outcome of using this tool is usually bad. I'd appreciate any feedback, thanks!

Is it bad to no follow all External LInks at the same time?
I am working on more than 40 EMDs. They are good quality brand sites but they all are interlinked to each other through footer links, side bar links. (and they dont have much of linking root domains) Now Some of those sites have been renovated with new templates and these new sites has very few external links (links going out to our own sites) but some of these old sites has 100s of external links (all these external links of course link to our own sites). But anyways, we are planning to no follow all those external links (links that are linking to our own sites) slowly to avoid penalty? question is, can it be bad to implement no follow to all those links on those sites at the same time?Will Google see it as something fishy? (I don't think so) Also, Is it good strategy to no follow all of them? (I think it is) What you guys think ?

Guest Post Blogging And Exchanging Links
Hi, I hope you are all well. Would there be any problem with exchanging a guest blog, so two websites doing a guest post for each other and both sites linking back to each other. I don't think this would be an issue on a small scale though I just wanted to see what everyone else thought. Are there any other things I should bear in mind when doing this as well? Kind Regards

Linking Profile Gone Bad?!
Recently, I was looking over the linking profile for one of our large clients, and I noticed that a ton of spammy links were appearing. I have never purchase any links or done anything shady that would contribute to this large increase in bad links. It appears as though someone is trying to hijack the SEO of this company, and I don't know how to proceed. Currently, they have not been penalized by Google, but I would not be surprised if a penalty is on its way due to the obvious link spam. Is there any way to report this to Google to ensure that no penalties occer? Any advice on the issue is much welcomed! Thanks
