How to approach SEO for a national website that has multiple chapter/location websites all under different URLs

We are currently working with a client who has one national site - let's call it CompanyName.net, and multiple, independent chapter sites listed under different URLs that are structured, for example, as CompanyNamechicago.org, and sometimes specific to neighborhoods, as in CompanyNamechicago.org/lakeview.org. The national umbrella site is .net, while all others are .orgs. These are not subdomains or subfolders, as far as we can tell. You can use a search function on the .net site to find a location near you and click to that specific local website.
They are looking for help optimizing and increasing traffic to certain landing pages on the .net site...but similar landing pages also exist on a local level, which appear to be competing with the national site. (Example: there is a landing page on the national .net umbrella site for a "dog safety" campaign they are doing, but also that campaign has led to a landing page created independently on the local CompanyNameChicago.org website, which seems to get higher ranking due to a user looking for this info while located in Chicago.)
We are wondering if our hands are tied here since they appear to be competing for traffic with all their localized sites, or if there are best practices to handle a situation like this. Thanks!

Hey Kat. I'd tend to agree with Andy's response that moving this into one site makes sense. You could then redirect the local pages into the appropriate page on the main site, creating a single authoritative domain. You'd want to make sure as you do this that each local page is truly unique...if the Chicago and Detroit local sites both contain similar pages about a dog safety campaign, you'd want to consolidate those (probably) into a single dog safety campaign page that could work for both locations (or find a way to distinguish the content for each location).
Now, having gone through a few projects like these, I know full well that what is best for SEO or UX isn't always the most popular solution. Internal politics play a role, and I'm guessing you might be in a spot where some of the local chapters don't want to relinquish control over their site. So, as an alternative solution you could look for some other ways to link these sites together. For instance, you could have a dog safety page on the main site that all the local chapters can link to and possibly, let the local chapters adjust the content slightly via the link. As in, if the url includes a query sting referencing Chicago (maincompanysite.net/dog-safety.php?location=Chicago), the content on that dog safety page could be programmed to show Chicago's phone number and address. That way you have a definitive page that can rank, but also a way for local chapters to share that content through their domain.
A lot of that alternative comes down to content governance rules, communication about who creates what page, a clear understanding of how people link to sites, and probably some clear design/brand standards. It is a bit of a mess, but not an unrealistic reality if you can't convince all the stakeholders in the value of consolidating to a single domain.

I would be looking to bring everything into one site. What they are doing isn't really good for user experience, and as you said, they are competing against themselves.
It shouldn't be too difficult to do and 301 the local sites to the relevant areas within the main site.

Should I mention locations in service-specific landing pages?
I'm writing new landing page copy for a client in the HVAC industry. The client has one office, but its service area includes several cities in a metropolitan area. I'm writing two types of pages: Service-specific landing pages (e.g. "Air Conditioner Repair," "Furnace Inspections") Location-specific pages (e.g. "Dallas Heating & Air Services," "Plano Heating & Air Services") My question is whether I should also include specific locations within the service-specific pages if I'm already doing the location-specific pages as well. For example, would it make sense to do a page on AC repair with title/H1 elements like "Dallas Air Conditioner Repair Service" or "Air Conditioner Repair in Plano and Dallas" in light of the fact that there will already be 10-12 location-specific pages? My preference is to NOT include location-specific stuff in the service landing pages except for maybe a passing reference to something like "...need HVAC services for your Dallas-area home" or similar. It just seems more natural that way. Thoughts?

Seeking advise about my new landing pages for different cites
I have just created 6 new location landing pages for my Dallas insurance agency. Each one is for a different city, but I have a feeling I did it wrong 😞 Because my site is rather large, I put two different lines of insurance on each page. Multi Location SEO Page Structure
I am trying to optimize my website for multiple locations. I have setup a landing page for each location. Now I want to optimize services we offer at those locations such as floor scrubber rentals. I'm confused on the best approach for this for ranking locally. I offer the same equipment for rent at each location. So... should I have a link on the location landing page that takes you to an individual floor scrubber rental page for each location optimized for that locations city or should I have just one floor scrubber rental page and would I optimize it for both cities or just optimize it for floor scrubber rentals in general? I have many different categories like this that are offered @ both locations. If I do individual pages all the products and rates will be duplicate but I could change the areas we deliver to and description to be more geared towards that city.

Improving SEO with no blog
I have a client who understands the value of content for SEO - however getting them to provide some content has proven an impossible task. I've tried every way to make it easy for them. I've offered to come over to their office myself and see if I can just take 15 minutes of their time and record their answers to a few questions. The response is that's a great idea, we'll set up a time...and no time is ever good. So I've thought, what can I do without them? Unfortunately, their industry is so technical and so niche I'd need to have a law degree to even begin to understand exactly what they do, and as they are in law it's probably better to have no content than content with something even slightly incorrect in it. For now, all I can do is summarize and share news from a government website to their social media accounts. It's not highly effective. Their on-page SEO for the main site is completely optimized. I've placed them in every free listing I can possibly find - both industry and local sites. I have them update me on any local events, conferences and/or trade shows they attend for possible backlinks. What else can I do? I suppose I fear that if I can't provide them any additional results, they will stop seeing the value in SEO services, and I'd have a hard time disagreeing as I can't think of what else to do for them. Reconsideration request failed - New website?
I am looking at website with MOZ PA 34. The website belong to a shop in Manhattan. Simple shop, simple man, not one that do tricks. Reconsideration request failed twice! Never happened to me in the past.. Google ignored some domains in the two disavow files we submitted. All of these domains are asking $ to remove links that as much as I know we didn't even bought 😞 My Question Can I create a brand new domain/website and transfer the PA juice WITHOUT the bad links?
