Honestly, I'm not entirely sure what you're asking. Are you looking for suggestions to boost your PA and DA, because your site isn't ranking? If that's the case, you'll need to build more high-quality backlinks to your site. I'd recommend starting with our Beginner's Guide to Link Building. Otherwise, you may be best served reaching out to a paid consultant.

Yes, I believe you're referring to Google's PageRank--which has, in fact, been turned off. It is no longer available. You may want to use Moz Domain Authority and Page Authority, or look at Majestic.com's Trust Flow and Citation Flow.

Provided you mean Google PageRank: Then, because it is discontinued (or more exactly: the displaying of page rank is discontinued), cf. https://www.seroundtable.com/google-fully-turns-off-toolbar-pagerank-feed-21946.html . So I would not expect Google PageRank to show up anywhere any more.

In Google SERPs some companies / government agencies have a Google-generated card for their organization and it references their Wikipedia page. It does not show for all companies /orgs that have a Wikipedia page. What is the criteria to have it shown?
Does Google have specific criteria to show a large card in the top right of SERPs that links to a national organization's Wikipedia-referenced info? These do not appear to be the Google Business Card created by individual organizations. Getting Google Plus Page to Appear
I've recently been making changes and updates to my company's verified local Google + page--my question is when and/or how do I configure it to appear in the search results? When I type my business into Google (Exchange Capital Management), it's not even within the results displayed. The page isn't accessible unless someone were to Google "Exchange Capital Management Google Plus." As mentioned, the page has been verified, updated, and has about 8,000+ views. What's the best strategy for dealing with old ripoff reports that dominate your name rankings?
We are just now starting to work on our site optimization. There are a lot of old ripoff reports and other complaints that surface, specifically around our name search. Our competitors use this commonly and our clients come accross regularly. We have made management changes, and real changes in the business since then, but we don't know the best way to get our positive news to replace old negative news. Any ideas? Strategies for getting more listings on first of google
We have a client who is looking to increase the number of results on page 1 of google for their brand name to essentially force some historical negative comments off page 1 of google. I am thinking of things like a twitter page, Facebook page, YouTube page etc. plus optimising their site to try and get multiple pages on page 1. Does any one have experience of doing the same sort of thing?

Tips on building buzz and getting traffic for new sites
I have an idea for a new "socia"l website. No its not a facebook or anything like that, but I feel it fills a void in a particular niche. The problem I am having is figuring out a marketing plan to get people to sign up. When you're starting a new social website like this its kind of important for it too feel popular and you need users to make it feel popular and useful. Which kind of gets you into a chicken or the egg type scenario. There are a few keywords I intend on doing SEO for, but I don't think pure SEO will make this community popular. Some ideas I have: Creative "tell a friend" strategy that builds incentive to get friends signed up like win an ipad or something like that. I also want to make it easy to tell friends, so you can import contacts from facebook, twitter, and email contacts rather than typing in all those emails by hand. Targeting a few blogs related to this niche hoping that they will interview me about the website. Advertising on forums and blogs related to my niche. Making the site simple, visually appealing and intuitive so users can dive right in without thinking. Making a good enough product to where the site can get buzz on active subreddits and hackernews. I'm a software engineer by nature, so marketing isn't a strong suite of mine, but I'm no rookie to building popular websites either (just been a while). I'd like to get some ideas from the seomoz community on this. Thanks.

Using mlm and 'scammy' websites to identify brand/reputation management opportunities
I think this almost warrants a youmoz post, but I was wondering if anyone has used MLM or 'shady' industry companies to see where they place their reputation/brand links to dominate the first 2-3 pages of google for things like 'company name + scam' 'company name + reviews'. On a side note what is your opinion of a company that goes to great lengths to create a very strong push to control those keywords? Would you recommend your clients dominate the first 2-3 pages with 'honest review about company x' and 'the truth about company x' fakeditorials? Do you guys think people see right through them. Take any MLM..for instance legal shield scam (not my company, but an MLM that I am very wary of) as professionals what do you think of their reputation management build out......what do you think consumers would see when they read this? is there such a thing as going to far to refute false claims and building sponsored reviews? I'm personally against doing sponsored reviews and spamming with them, but maybe I am naive.
