Is Google creating meta descriptions on the fly?

I'm doing some competitor analysis for a client. I'm looking at the client's title tags and meta descriptions for specific search results, in comparison to their main competitor. I'm trying to establish if the client is ranking higher due to better relevance, or just because they have higher PA and DA. It appears to be the latter.
Observations:
- For both the client and their competitor, their home pages appear in the results much more frequently than specific landing pages
- The meta description Google chooses to display in the search results for the home page does not always match the ACTUAL meta description for the page and appears to vary depending on the specific search query
Questions:
- Does Google create meta descriptions on the fly?
- Is this an example of Google using semantic search?
- And if so, why are we bothering to type customised meta descriptions for specific pages, if Google is just going to recreate them anyway?
- Is Google displaying results of the home pages simply because they cannot find pages more relevant (ie. if we produced landing pages more relevant to these specific search queries, would Google rank them higher)?

Meta descriptions are what you request Google to display, these are a request and Google does sometimes use other information if it feels its more relevant.
This isn't new and I've seen it numerous times over the last 5 or so years.
Dr Pete even did a blog article on this (very old 2011 - https://moz.com/blog/why-wont-google-use-my-meta-description but its still relevant.
Also the question has been asked and answered on here before: https://moz.com/community/q/google-not-pulling-the-right-title-tag-meta-description - I could cover the same answers in this post, but we all know Google hates duplicate content.

How does google decide which image show up in the image search section ? Is is based on the alt tag of the image or is google able to detect what is image is about using neural nets ? If it is using neural nets are the images you put on your website taken into account to rank a page ? Let's say I do walking tours in Italy and put a picture of the leaning tower of pisa as a top image while I be penalised because even though the picture is in italy, you don't see anyone walking ? Here is another tough one we've been dealing with. We publish a niche book. For a decade we kept the information offline (no e-books). However, it was widely scanned and reproduced online. We've filed dozens of DMCA complaints over the years, but have found trying to rid the internet entirely of these infringing pages to be futile. We get 1 closed and find 3 more. Two years ago we decided to put the information online ourselves, to generate an official community for our work it instead of "fighting it". We built a full site with hundreds of pages from the book for readers to use, free. Google indexed us, and we followed basic SEO... But in spite of a prime aged domain and a lot of links, we are literally BURIED in google. There are dozens of complete garbage spam sites that rank way higher than us. I understand ranking takes time, and the niche is competitive. But the low quality landing pages that are ranking above us is just too confusing. We fear our work has been indexed by google so much over the years on other sites they will never connect it to us. We'll always be buried on page 14 as another scrape. What would you do to correct this for a client? Could you?

Has anyone ever seen Google truncating the beginning of a meta description on a mobile device?
I could not find any articles or mentions of this online, and I am wondering if it has to do with the website being an "m-dot" website and not responsive. Any thoughts would be appreciated! IaZJWB2

Google Not Pulling The Right Title Tag & Meta Description
Hi guys. We've found Google is pulling the wrong information for our title tag and meta description. Instead of pulling the actual title tag, Google is pulling the menu name you click on to get to the page: "Bike Barcelona" instead of "Barcelona Bike Tours | ...." Also, we've found that, instead of pulling the meta description we wrote, Google is using text from the pages copy. Any tips?

Google Page Rank Dead?
Does PR still work? I have sites that have PR3 and get almost no traffic and sites that are PR1 and get thousands of uniques per month. My PR on my main sites haven't moved for about 7 years, even though we've grown significantly. I know lots of you are going to jump in with get the MOZ toolbar, which I already have done, and I agree, it's great ... But can anyone tell me about what's going on with Google PR? Is it still active? Or has Google abandoned? I noticed that the Google toolbar is not even available for Google Chrome. That should say something ... If you like this question, do me a favor, and give me a THUMBS UP!

Google +1 and Yslow
After adding Google's +1 script and call to our site (loading asynchronously), we noticed Yslow is giving us a D for not having expire headers for the following scripts: https://apis.google.com/js/plusone.js

Google indexing flash content
Hi Would googles indexing of flash content count towards page content? for example I have over 7000 flash files, with 1 unique flash file per page followed by a short 2 paragraph snippet, would google count the flash as content towards the overall page? Because at the moment I've x-tagged the roberts with noindex, nofollow and no archive to prevent them from appearing in the search engines. I'm just wondering if the google bot visits and accesses the flash file it'll get the x-tag noindex, nofollow and then stop processing. I think this may be why the panda update also had an effect. thanks
