Creating a Link Back Template

One of my clients supplies their product to a number of retail stores. Most of the stores do not currently link back to his website. He is hoping that they might be more motivated to link back if they had a template that made it easy to copy and paste the link back code into their website.
Does it make sense to make a password protected page with different link back styles. Some plain text, some different size company logos (so they have different options)? Similar to what Yelp does with their badges.

Yes, I think this will make it easier for them for sure and should theoretically help your links pick up.
If you want to be 100% safe you don't violate any guidelines, just make sure you're not explicitly telling them they have to link back in exchange for product, but you can encourage and if they do on their own free will it should be fine.

For very specific niche content, we would prefer to create one piece of content and link to the various geographic locations where we would handle that topic instead of posting multiple variations of the same content for each specific geographical area. I have found some links to my site that go through a single 301 redirect to get to my site. Should I contact these websites to ask them to update the link, or is that not worth the time?

Link building during link removal
We were advised by out outsourced link removal vendor not to build any links while they are removing links pointing to our site. I am worried that our site will lose significant traffic if we dont build any new links while waiting for them to remove links that caused our site to be penalized. What are your thoughts?

Linking back to a high authority site
I have an odd situation. One of our most powerful links comes from a not-for-profit whom we have an advertisement with. That ad gets us half of our business. Recently, they slipped for the term that got them the traffic that flowed to our site. I was thinking of linking back to that page to boost them up a bit. Their page is a deep page on a high authority domain with only a few links. I am an authority site for my niche. I'd like to boost them up without diminishing my rank for other related terms. I'm willing to consider linking to them from my homepage, blog or link page. To play it safe I could just link build to them from outside my domain. Can I just link to them and its not a big deal?

Back linking to t foreign sites
One of our major competitors seems to be linking to an Asian speaking website that has a blog/product review formant. I was wondering how they are achieving this. Are there any non English /Asian sites worth submitting to and what is the best way to go about this if English is the only language you speak! And of course is it worth while doing this from an SEO perspective.

"Activating" Links - Do External Links Have to Be Clicked On to Really Have Value?
I heard an SEO talk about the concept of "activating" a link - meaning that if an external link to your site exists, but google doesn't detect that it has gotten any actual clicks, they will significantly discount or ignore the value of the link. Obviously between Chrome, toolbars, and GA, google does have a lot of ways to detect whether a link has gotten clicks. What is the SEOmoz take on this issue?

How might Google differentiate between an artificial link exchange and partners linking to each other?
Hi, All! Artificial link exchanges (contacting a vaguely connected site and requesting to exchange links to increase your PR) is, as far as I know, considered an outdated, not-so-smart technique, as Google might devalue them. Yet, for real business partners to exchange links seems to be an entirely accepted and encouraged technique. While that would be intuitive to a human who's viewing the pages. how might Google detect when two sites that link to each other are linking because they are trusted business associates (valuable) as opposed to when they are doing a link exchange (devalued)? Sorry if it is obvious, but I can't seem to figure it out. I'd like to be able to run a report that will list all of the back links on every page of my site.
