Do Google Penalties Always Follow a Redirects to New Domains?

I have a couple sites that were penalized by Google for hosting content that made Google look bad. After a major newspaper showcased what was going on they suddenly took a major hit as if someone at Google flipped a switch and told their system not to rank the content for anything other than their brand names. The article made Google look bad because the newspaper highlighted a lot of unverified user generated accusations the reporters assumed not to be true in the context of "these accusations are mostly false, but they still show up on the first page when people search Google."
I was thinking one way to fight this would simply be to host the content at a different domain, but I am concerned about the new domain being penalized as well. I don't want to completely shut down all of the original sites because some of them have brand recognition. The oldest domain is 12 years old with backlinks from several news outlets which is why the content ranked so well, but after the penalty that is only the case on Bing.
I've read various articles about this tactic. Some say that you will almost always pass the penalty to the new domain if you do a 301 redirect, but the penalties at issue in those articles were for things like buying links or other black hat tactics. This is somewhat different in that I wasn't doing anything black hat, they just decided not to let the site rank for political reasons. I was hoping that maybe that type of penalty wouldn't follow it, but right now I am leaning towards simply creating a second site to syndicate articles. It will need to attribute the articles to their sources though, so they will need either no followed links or possibly a redirection script that bots cannot follow.
I would really like it if I could simply change the first site to its .net or .org equivalent and 301 everything though.

301 Redirects, Sitemaps and Indexing - How to hide redirected urls from search engines?
We have several pages in our site like this one, http://www.spectralink.com/solutions, which redirect to deeper page, http://www.spectralink.com/solutions/work-smarter-not-harder. Both urls are listed in the sitemap and both pages are being indexed. Should we remove those redirecting pages from the site map? Should we prevent the redirecting url from being indexed? Google Crawling Issues! How Can I Get Google to Crawl My Website Regularly?
Hi Everyone! My website is not being crawled regularly by Google - there are weeks when it's regular but for the past month or so it does not get crawled for seven to eight days. There are some specific pages, that I want to get ranked but they of late are not being crawled AT ALL unless I use the 'Fetch As Google' tool! That's not normal, right? I have checked and re-checked the on-page metrics for these pages (and the website as a whole, backlinking is a regular and ongoing process as well! Sitemap is in place too! Resubmitted it once too! This issue is detrimental to website traffic and rankings! Would really appreciate insights from you guys! Thanks a lot!

Google Fetch and Render - does this fix penalties?
Ran the fetch and render and came up with two "issues". My specific question is how likely would a link to quantcast (which blocks acces via roberts.txt) really hurt us if fetch and render shows it preventing rendering - which it is not. Thoughts and comments are much appreciated.

301 redirect after penalty to domain which currently 301 to the penalised domain
Hello all, As I have mentioned in another Q&A, one of our new clients got hit by manual penalty. I checked their link profile and there was a lot of black hat involved. Long story sort, I submitted a reconsiderationr equest which was not enough as it seems 99,9% of his links are bad links. We took the decision to move a newly launched web site from www.websitename.com to www.website-name.com with the latter being an old domain name with good authority and clean link profile. The problem is that at the moment the www.website-name.com is set to 301 redirect to www.websitename.com and what we want to do now is take the web site off www.websitename.com and launch (not 301 as we dont want to pass the penalty to the clean domain) it to www.website-name.com. What is the best practise for this particular case and are there any things i should pay attention to? I would appreciate your advise!

Do bad links to a sub-domain which redirects to our primary domain pass link juice and hurt rankings?
Sometime in the distant past there existed a blog.domain.com for domain.com. This was before we started work for domain.com. During the process of optimizing domain.com we decided to 301 blog.domain.com to www.domain.com. Recently, we discovered that blog.domain.com actually has a lot of bad links pointing towards it. By a lot I mean, 5000+. I am curious to hear people's opinions on the following: 1. Are they passing bad link juice? 2. does Google consider links to a sub-domain being passed through a 301 to be bad links to our primary domain? 3. The best approach to having these links removed?

Google Published Date - Does Google Lie?
Here's the scenario. I create a page called "ABC" and it gets published and found by Google lets say on the 13th of April. on the 15th (or 14th) i decide to update the URL, page Title, and content. (Redirect old URL to new URL as well) Will Google still show this page as being published on the 13th? or would it update the publish date according to the new URL? Google Finds New Zealand Websites
Ok my VPS is in America and all my websites with .co.nz have been found by google but luggagenz.com doesn't come up... I then realised that all my websites are classed as american... umm how do I change this without moving my vps?
