Unsolved Inbound Links Sudden Decline

Hi,
There is a question of my site that the number of linking domains has experienced a sudden decline - lost inbound links for around 100k in several days.
We are wondering the reason of this sudden decline, is it a common fluctation or is there some problems in our site? Thanks for your answers in advance! -

SEO question about lots of outbound links
I'm considering adding a directory page to one of my websites that lists local groups from all around the world. I haven't kept up with SEO in a long time, but I recall (many) years ago that having a lot of outgoing links and very few (if any) inbound connections was a terrible thing. Is this still the case, or have search engine algorithms figured out that this can be beneficial to site visitors? What effect will adding a page like this have on my SEO?

If for few links the spam score is not discovered, then what is the possibility of risks for those links?
For one of the links, I was checking the domain authority and spam score for which the domain authority was 65 and spam score was not discovered. In such links how do I assume or what are the chances of risks with these links?

Internal links - OpenSiteExplorer vs Webmaster tools
Hi guys, I run Opensiteexplorer on the website www.fazland.com (in italian...). (https://moz.com/researchtools/ose/comparisons?site=www.fazland.com) It only shows ca 240 internal links where I know there are plenty more also shown in Google Webmaster Tools. I cannot figure out why it can crawl so few links - Google shows 79.000 links found and internal links are pretty well established. Any suggestions from your experience on this difference? Why does the number of the total external links and the followed linking root domains between Open site explorer and the campaign in Moz pro doesn't match?
Opensiteexplorer returns 52.473 total external links and 715 followed linking root domains while my campaign in Moz analytics return 35.899 total external links and 1092 followed linking root domains. Does anyone knows how this is possible?
