Website/blog list to get quality backlinks?

Hi Everyone says quality backlinks increase ranking of your website. Can you please suggest a list of good websites and blogs from where I can get quality backlinks and how to do that. I have one person at my disposal full time to do manual commenting or any manual tasks for getting backlinks but how should i approach this problem (of getting backlinks). Where do I start. Where/should I post my press release/articles on my own website?

I have started a long-term article marketing campaign and press release distribution. I will have about 4 articles and press releases in total every month. Although the press releases will not be self-promotional, sometimes they will be talking about a certain product that we unveil. The question is, due to the high quality of these press releases, should I put them on my website as well as publish them on third party websites? If so, because they target a specific service/product which we already have a dedicated page on our website, wouldn't that put Google in the position of choosing between the two pages? I was thinking to put them on my blog and link internally from there with the keywords that I target on those pages as anchor text. The same question for articles. Any suggestions?

Has anyone seen positive results from using Submiteaze to submit to directories? I know an SEM agency that uses it for clients' link building campaigns, but I don't know if it is worth buying. Are there better alternatives?

I would like to start a link building initiative at my company for a new website, and would like to know if the value of the links built using Submiteaze would be worth the money.

Asking other websites to link your website when the want to be in your directory

Hello, We have 3 web directories, and I wonder if it is legal for search engines to ask people who want to be in the directory to link to a particular website in order to be in our directory. I mean, it is free adding the url in the directory but if they lwant to be in the directory they have to ink to a website we have decided.
Is this correct, or is punishable? Thanks!
