Penguin and 301 redirects...

Hi, I have several questions about starting a new domain due to Penguin. The site is: http://bajajlaw.com. Quick backstory:
This site was hit every time Penguin rolled out. No clean-up was done until October 2015. At that time, I took over the project. My efforts include: (1) Remove'em, (2) manual removal, (3) and the Disavow Tool. The HP went from being at around #50 for the target KW (San Diego criminal defense attorney) to about #25. Never really moved higher than that.
However, I redid the content for the internal pages (DV, Theft Crimes, etc.) and they are all ranking fairly well (first page or top of 2nd).
In short, the penalty only seems to affect the HP, not the internal pages.
Instead of waiting for Penguin to roll-out, client wants to move forward with new domain. My questions are as follow:
1. Can I use the same content for the internal pages and 301 from the old internal pages to the new?
2. Should I 301 from the old to the new domain for the HP, or not?
3. If I do a 301 from an internal page to a new internal page, does that have the same effect of doing a 301 from the old HP to the new HP?
I have read various opinions on this topic. I'd appreciate feedback from anyone who has experience doing this sort of thing. Thanks.
P.s. I'm inclined to wait for P4 to rollout, but given that nobody seems to know when that might be, it's hard for me to advise client to keep waiting for it.

Absolutely. There's no issue with re-using the content, so long as it isn't live in two places simultaneously. I suppose in theory there may be a brief window where it could be considered duplicate before the old site is removed from their index but aside from that, it's fine.
**2. Should I 301 from the old to the new domain for the HP, or not? **
Yes. If you're looking to replicate the same structure on the new site and want to use a redirect, your best option is to 301 each page to its new-domain counterpart. This way, if anyone has a link saved anywhere like their favorites, an email etc they'll still hit the right page rather than what appears to be a random website.
Some bad news to be weary of: At a quick glance it seems the link profile on that domain is still quite bad. When you use a 301 to point this domain to the new one, you're also pointing ~80-90% of that "value" to the new domain as well. Choose wisely
3. If I do a 301 from an internal page to a new internal page, does that have the same effect of doing a 301 from the old HP to the new HP?
Also yes, in every way.

Too many 301 Redirects caused lower rankings :(
1. Ok so I code my eCommerce site myself first 2. Then switched to Shopify and re-direct all my URLs (terrible mistake) 3. Then Shopify didn't do in terms of seo, so I switched to BigCommerce and re-direct all my URLs (Yes I know but at least this platform is much better) I started getting 404 errors as you can imagine in webmaster tools after switching from Shopify and there were 504 of them. Why its too many because I realized that Shopfiy just creates so many urls for the same pages. One by one I re-direct them to their new destinations. As you can imagine my rankings dropped. As my site speed is now 5.5s at gmetrix. mobile 47 - desktop 80 on Google Site speed tool. Looking at the links now, some of the 404's does not make sense to redirect. How should I approach this? Should I remove some of them if they were not used on web anywhere, no sites linking to that page and let them die in time? OR Should I keep them all? I am giving some examples below, there are so many for each. Hundreds of 301 Redirects. Remove Pages or Not?
Hi Mozers, I have a website that has literally got hundreds of 301 redirects. I had a close look at these URLs and only some of them have backlinks to it and remaining all of them are not indexing in Google and has got not backlinks at all. Based on what I have noticed experts mentioning, loads of 301 redirects can potentially slow down the site speed. In a case like the website I have, should I completely take off the pages from website to reduce the number of 301 redirects or should I leave 301 redirects? There is no traffic or backlinks coming from these URLs. Malika

When is it time to kill 301 redirects
3 months we updated our site design design and as such lots of page urls changed. At the time we 301 redirected about 100 pages. (All pages are on the same domain - 301 redirects like .com/about-us/company to .com/company) Anyhow my question is should I leave these redirects active indefinitely or kill them assuming value has passed through by now? Can there be to many 301 redirects
Is it possible to have to many 301 redirects. I am currently looking at 156 of them. Does this create any quality issues with regard to site performance or any other issues. Thank you for your consideration!

Duplicate content even with 301 redirects
I know this isn't a developer forum but I figure someone will know the answer to this. My site is http://www.stadriemblems.com and I have a 301 redirect in my .htaccess file to redirect all non-www to www and it works great. But SEOmoz seems to think this doesn't apply to my blog, which is located at http://www.stadriemblems.com/blog It doesn't seem to make sense that I'd need to place code in every .htaccess file of every sub-folder. If I do, what code can I use? The weirdest part about this is that the redirecting works just fine; it's just SEOmoz's crawler that doesn't seem to be with the program here. Does this happen to you?

What passes more value, a contextual link or a 1-to-1 301 redirect?
I have a client who is running a website which just lost a significant amount of rankings and by extension organic traffic in a redesign. Call it newsite.com. The client also has an older site that will no longer be updated, but has good authority that's built up over time. It even out ranks the current site for some queries. This website has no real value to my client. We want to try to pass the authority from oldsite.com to newsite.com as efficiently as possible. Each site has pages a good amount of matching pages, ie. oldsite.com/subject1 and newsite.com/subject1 My question is, would it provide more value to put a contextual link on the old page or simply redirect the entire page to the new site? oldsite.com/subject1 contains a link to newsite.com/subject1 oldsite.com/subject1 301 redirects to newsite.com/subject1 My guess is that the 301 would pass more value, but would like a SEOMoz opinion as well! Thanks!
