Conditional Noindex for Dynamic Listing Pages?

Hi,
We have dynamic listing pages that are sometimes populated and sometimes not populated. They are clinical trial results pages for disease types, some of which don't always have trials open. This means that sometimes the CMS produces a blank page -- pages that are then flagged as thin content.
We're considering implementing a conditional noindex -- where the page is indexed only if there are results.
However, I'm concerned that this will be confusing to Google and send a negative ranking signal.
Any advice would be super helpful.

Can a duplicate page referencing the original page on another domain in another country using the 'canonical link' still get indexed locally?
Hi I wonder if anyone could help me on a canonical link query/indexing issue. I have given an overview, intended solution and question below. Any advice on this query will be much appreciated. Overview: I have a client who has a .com domain that includes blog content intended for the US market using the correct lang tags. The client also has a .co.uk site without a blog but looking at creating one. As the target keywords and content are relevant across both UK and US markets and not to duplicate work the client has asked would it be worthwhile centralising the blog or provide any other efficient blog site structure recommendations. Suggested solution: As the domain authority (DA) on the .com/.co.uk sites are in the 60+ it would risky moving domains/subdomain at this stage and would be a waste not to utilise the DAs that have built up on both sites. I have suggested they keep both sites and share the same content between them using a content curated WP plugin and using the 'canonical link' to reference the original source (US or UK) - so not to get duplicate content issues. My question: Let's say I'm a potential customer in the UK and i'm searching using a keyword phrase that the content that answers my query is on both the UK and US site although the US content is the original source.

Will the US or UK version blog appear in UK SERPs? My gut is the UK blog will as Google will try and serve me the most appropriate version of the content and as I'm in the UK it will be this version, even though I have identified the US source using the canonical link?2 -
Does having alot of pages with noindex and nofollow tags affect rankings?
We are an e-commerce marketplace at for alternative fashion and home decor. We have over 1000+ stores on the marketplace. Early this year, we switched the website from HTTP to HTTPS in March 2018 and also added noindex and nofollow tags to the store about page and store policies (mostly boilerplate content) Our traffic dropped by 45% and we have since not recovered. We have done I am wondering could these tags be affecting our rankings?

NOINDEX,NOFOLLOW Mistake
One of our top organic landing page was set as "NOINDEX,NOFOLLOW" by "mistake". I took me about a week to realize this after I saw a drop of traffic on that page. I looked on Google to see if it was indexed and my fear were confirmed! After finding our that it was switched to "NOINDEX,NOFOLLOW" I switched it back to "INDEX,FOLLOW" and did an index request in our Google Search Console. Anyone else has run into a similar issue? Did you ever got the page inxed again?

What is the proper way to execute 'page to page redirection'
I need to redirection every page of my website to a new url of another site I've made. I intend to add:"Redirect 301 /oldpage.html http://www.example.com/newpage.html"I will use the 301 per page to redirect every page of my site, but I'm confused that if I add:"Redirect 301 / http://mt-example.com/" it will redirect all of my pages to the homepage and ignore the URLs i have separately mentioned for redirection.Please guide me.

Can use of the id attribute to anchor t text down a page cause page duplication issues?
I am producing a long glossary of terms and want to make it easier to jump down to various terms. I am using the<a id="anchor-text" ="" attribute="" so="" am="" appending="" #anchor-text="" to="" a="" url="" reach="" the="" correct="" spot<="" p=""></a> <a id="anchor-text" ="" attribute="" so="" am="" appending="" #anchor-text="" to="" a="" url="" reach="" the="" correct="" spot<="" p="">Does anyone know whether Google will pick this up as separate duplicate pages?</a> <a id="anchor-text" ="" attribute="" so="" am="" appending="" #anchor-text="" to="" a="" url="" reach="" the="" correct="" spot<="" p="">If so any ideas on what I can do? Apart from not do it to start with? I am thinking 301s won't work as I want the URL to work. And rel=canonical won't work as there is no actual page code to add it to. 1 of the sites i work on keeps having its home page "de-indexed" by google every few months, I then apply for a review and they put it back up. But i have no idea why this keeps happening and its only the home page

We are changing ?page= dynamic url's to /page/ static urls. Will this hurt the progress we have made with the pages using dynamic addresses?
