Is article writing and submission for link building a good idea in all circumstances?

I'm attempting to build links for a seafood market / restaurant and I'm finding my creativity and knowledge of SEO being stretched, which is a good thing of course. Can you help me grow here?
I have the client interested in writing articles but he has little time for this. I want to make sure it is worth it.
Is article writing and submission worth the time and effort for a business like this?
How would I go about link building though articles for a small business like this?

Daniel, There are many ways to take advantage of links via writing articles for a restaurant. Guest blogging on other site that give reviews, writing your own blogs to include recipes, and submitting writing guest blogs for general restaurant or cooking sites. Most will allow a link back to the source if the article is written well.
http://www.squidoo.com/ comes to mind, but there are many, many more.
The key here is to have something of high interest to attract people. If you write a blog on your site, make sure you post on Twitter and Facebook. Recipes or cooking suggestions would be great for sharing on those platforms. When you do this, make sure you have both the Facebook Like button as with the Share this chicklets (the ones that show how many shares) as this encourages people to share when they see others doing so.

I suggest you to take your 3-4 competitor and see which type of link do they get from opensiteexplorer, starting from the juicy one.
After a while that you look at your competitor link profile, you will start to see pattern. Link acquisition pattern. So you will find that in your niche, one of the best strategy is for example to get review from blogger website. Or that you could get link from specific directory / website.
My suggestion is to calculate cost / benefit for each of those strategy, and then to start from the strategy that have the best ratio overall.

301 Externally Linked, But Non-Producing Pages, To Productive Pages Needing Links?
I'm working on a site that has some non-productive pages without much of an upside potential, but that are linked-to externally. The site also has some productive pages, light in external links, in a somewhat related topic. What do you think of 301ing the non-productive pages with links to the productive pages without links in order to give them more external link love? Would it make much of a difference? Thanks... Will an inbound follow link on a site be devalued by an inbound affiliate link on the same site?

App "Review" Website with DA of 58 - Good or Bad Link?
Hi, We have a web app. All our competitors are on http://www.appappeal.com. We can suggest ourselves here http://www.appappeal.com/contact/suggest. If we get reviewed and the link is a follow link is this a good thing or a bad thing. They call themselves a directory and you can pay to get a "priority" review. Should We Link To Our News?
We just started an "In the News" section on our webpage. We are not sure what would be the best for SEO purposes. Should we link to the news websites that have the stories about our company, even if they have no link bank? Links with Parameters
The links from the home page to some internal pages on my site have been coded in the following format by my tech guys: www.abc.com/tools/page.html?hpint_id=xyz If I specify within my Google Webmaster tools that the parameter ?hpint_id should be ignored and content for the user does not change, Will Google credit me for a link from the home page or am I losing something here.
