Understanding competitors link building tactics (possibly black hat stuff that seems to work)

So checking out the backlinks on a competitor’s page for a term I’m looking to work on, a page they rank pretty well for, I can’t but happen to note the kinds of sites that grant this company – who are well known in their field – its successes.
Many of the links to this page I’m interested in appear within short articles on blogs, really bad Wordpress blogs that are certainly just for SEO use. My questions are:

Where do people usually source these blogs which typically contain material on a range of different topics? Are these probably paid links?

How do they get so much content out there, albeit similar content, to so many of the hastily cobbled efforts? Would that be an agency with connections or a blogging community site?

How can any search engine lend credibility to my competitor’s links when the article below has nonsense for penis enlargement stuff. Seriously?!?

How are they not being penalised?
It’s frustrating because these aren’t the tactics I want to employ but they seems to offer success, but also, if your link is in an article that followed by another on penis pills, how I can take Google seriously in its stated aim of making things this prone to manipulation.

If they are small articles on a blog, they may be using blogvertise.com. A blog network that lets you buy links on the blogs on the network. The owner of the blog writes you a very small article with your link for a fee.

Often these kind of tactics work for a time, but often they eventually do get some kind of penalty. These grey/blackhat tactics can work for months, or even years..often depending on how black they are.

They might at some pont.
It’s frustrating because these aren’t the tactics I want to employ but they seems to offer success, but also, if your link is in an article that followed by another on penis pills, how I can take Google seriously in its stated aim of making things this prone to manipulation.
I always think a lot of link building is somewhat grey unless someone is linking to your content because its awesome without any incentive or encouragement. It's not perfect, but you have to work with it.

Canonicalize vs Link Juice
I recently wrote (but have not published) a very comprehensive original article for my new website (which has pretty much no domain authority). I've been talking to the publisher of a very high Domain Authority site and they are interested in publishing it. The article will include 2-3 follow backlinks to my website. My question is should I: Repost the article in my own site and then request a "rel=canonical" from the high authority site Not re-post the article on my own site and just collect the link juice from the high authority site Which would be better for my overall SEO? Assume in case 1) that the high authority site would add a rel=canonical if I asked for it.

Are links on a press page considered "reciprocal linking"?
Hi, We have a press page with a list of links to the articles that have mentioned us (most of which also have a link to our website). Is there any SEO impact with this approach? Does Google consider these reciprocal links? And if so, would making the links on the press page 'nofollow' solve the issue?

Deep Link Ratio
Hi there, What ratio links should be to a homepage compared to deep links? I'm aware there probably isn't a fixed ratio, and it may depend on niche, but i've heard Penguin is on the look out for people that link to heavily to content deep in their sites (product pages etc.) Any thoughts?

Competitor link profile shocking - yet still out ranking!

I have been doing some background seo checking on a competitor in my small "insurance niche" to try and see why they have recently shot up the listings and are now consistently out ranking us.
We have quality content on our site and have always taken an approach of trying to be whiter than white when it comes to developing out SEO plans. The site in question has recently moved ahead of us (along with some aggregators e.g. confused.com) possibly due to shifting patterns from possible algorithm changes favouring brand or could it be a case that Google has dropped a ball when it comes to checking back links as the competitors site is 99% linked to link farms, link submission sites, directories and lots of other spammy/poor quality sites. We do not feel they are doing anything from a content stand to justify their sudden propulsion up the ranks. I am reluctant to pursue dodgy tactics to help get out site back in position as I feel it could then contribute and hurt us down the line. Does anyone know how I can combat against their poor QUANTITY over QUALITY banklink profile that is surely helping them at the minute? Partner Site In Bound Links
We have a staffing agency client that uses a 3rd party site (with different URL) to display open jobs for web viewers to see. However we are getting a bunch of backlinks from this site from the footer because it is set up as a White Label... Should I add a rel=nofollow to the links in the footer? Disavow the links from the site? Do nothing? I am not really sure. Thanks!

Is it still considered reciprocal linking if one of the links has a nofollow tag?
I have a popular website in which I include nofollow links to many local businesses, like restaurants and retailers. Many of the businesses are local startups that are more focused on word of mouth and often have no idea what SEO is. Seeing as I am already mentioning them on my website and my readers are finding them via the links, I want to reach out to these businesses to see me if they might give me a link since I have been linking to them for years. My question is: If these business owners decide to link to my wesbite and they give me a 'followed' link, will this look like reciprocal linking in the eyes of search engines? In other words, does the nofollow tag I put on my links to other businesses negate the reciprocal link penalty since both parties are not benefiting from a link juice exchange?
