Interesting Dilemma: Making A (Good) Content Scrapper Rank

Greetings Moz'ers!
I'm in the process of optimizing a non-profit's website that has an interesting dilemma: They lack the resources to create their own content so they search the web for videos, quotes, blogs, pictures, etc. to post on their website. As the "good guys" their cause is just but because they are essentially scrapping content from other sites they are considered "bad guys" in Google's eyes and are getting hit with duplicate content penalties.
What they are doing isn't much different than what the major news sites do - they just want to be a good resource center. The content that they are using is relevant to the cause and they give credit on everything they post by linking to where the content came from.
Any recommendations on how I can help them?

It sounds like the non-profit is already stretched thin and creating 'amazing content' is not ever going to happen. In that case, I would just encourage them to add a bit of their own unique content to each post.
If they embed a video, write a paragraph explaining why they like or dislike it.
Take a few different quotes from a few different sites to make it your own unique set of quotes about a particular theme.
A site that offers little for unique content may not ever rank well for those posts, but it can still be useful and enjoyable for the visitors, which may be the ultimate goal. The site may only have potential to rank really well with its home page.
One final suggestion: People like to volunteer for non-profits. Perhaps they can look for volunteer bloggers who could put a bit more time into content creation.

Are bad links the reason for not ranking?
Hello Moz community. I'm looking here for some input from the experts on what could be wrong with a site I'm working on. The site is in Spanish, but I'm sure you'll get the idea. We want to rank the site first page on Google Mexico (www.google.com.mx) for the keyword "refacciones Audi" and some other brands (refacciones = replacement parts would probably be a good translation, just FYI). Now, our page hasn't been completely optimized, so in my mind it's OK not to be on first page yet. However, our main competitor is ranking first page for all the keywords we want to rank for, but when you check their site, you'll find there is hardly any content, no keywords are being used in their content, all pages have the exact same title and meta description, their catalog is in a completely different domain. In short, no SEO whatsoever. Looking at Moz data, our site has a DA of 26, while our competitor's has a 10. They have no external backlinks at all, while we have a few hundred. This leaves me scratching my head: how can a completely non-optimized site outrank us? I decided to check our backlink profile, and a previous SEO agency seems to have built MANY fake blogs with lots of backlinks with rich anchor text. Quite a big percentage of our backlinks are of this kind, so this is the only thing I can think can be affecting our ranking. Will disavowing be our solution? Dealing with duplicate content
Manufacturer product website (product.com) has an associated direct online store (buyproduct.com). the online store has much duplicate content such as product detail pages and key article pages such as technical/scientific data is duplicated on both sites. What are some ways to lessen the duplicate content here? product.com ranks #1 for several key keywords so penalties can't be too bad and buyproduct.com is moving its way up the SERPS for similar terms. Ideally I'd like to combine the sites into one, but not in the budget right away. Any thoughts?

Worpress Tags Duplicate Content
I just fixed a tags duplicate content issue. I have noindexed the tags. Was wondering if anyone has ever fixed this issue and how long did it take you to recover from it? Just kind of want to know for a piece of mind.

Duplicate Content Issue
Very strange issue I noticed today. In my SEOMoz Campaigns I noticed thousands of Warnings and Errors! I noticed that any page on my website ending in .php can be duplicated by adding anything you want to the end of the url, which seems to be causing these issues. Ex: Normal URL - www.example.com/testing.php Duplicate URL - www.example.com/testing.php/helloworld The duplicate URL displays the page without the images, but all the text and information is present, duplicating the Normal page. I Also found that many of my PDFs seemed to be getting duplicated burried in directories after directories, which I never ever put in place. Ex: www.example.com/catalog/pdfs/testing.pdf/pdfs/another.pdf/pdfs/more.pdfs/pdfs/ ... when the pdfs are only located in a pdfs directory! I am very confused on how to fix this problem. Maybe with some sort of redirect?

Is this a good link?
Found a .gov link to my website www.kars4kids.org. The url it links to is http://www.nyc.gov/cgi-bin/exit.pl?url=http://www.kars4kids.org/ which does eventually redirect to kars4kids. Will search engines see this as a link?

Duplicate content
This is just a quickie: On one of my campaigns in SEOmoz I have 151 duplicate page content issues! Ouch! On analysis the site in question has duplicated every URL with "en" e.g http://www.domainname.com/en/Fashion/Mulberry/SpringSummer-2010/ http://www.domainname.com/Fashion/Mulberry/SpringSummer-2010/ Personally my thoughts are that are rel = canonical will sort this issue, but before I ask our dev team to add this, and get various excuses why they can't I wanted to double check i am correct in my thinking?
