Organic SEO for Local Towns

This is a fairly common question, but I am going to ask it again. I want to get ranked for many keywords: "hr outsourcing sheboygan", "HR outsourcing duluth", etc., all in my small state.
Doing some random research, there are few if any pages with exact match phrases in the URL, Title, Etc. = No competition) Moreover, Google is not popping google places ads for these terms.
My plan is to create fairly unique pages on my site optimized for each town. Right now, the pages are at 65% duplicate. I would assume that all of my pages will have some degree of duplication - there are similar elements on every page.
If I run the content through a duplicate content tester, is there a % of unique content that would be fairly safe to avoid the duplicate content slap? Yes, I know it's more complicated than that semantic, heuristic, etc. - just looking for some general guidelines.

This might work, but could be seen as doorway pages and could be penalized down the road.
After all you are creating pages for the sole purpose of targeting a keyword/area.
If you submit your company address, I guess google will show results in your area or near your area, so if you are competitve, it might not be necessary for you to create pages for each city near you.

SEO audit on a beta site
HI there, Is there much point conducting an SEO site audit on a site that has not yet launched and is protected behind a login? Presumably none of the usual SEO tools (Moz, Screaming Frog etc) can crawl this site becuase it is all locked behind a login. Would it be better to launch it and then do a site audit? Thanks

Sudden disappearance from google organic ranking
I have been ranked in top 5 for all relevant search terms for years. I have been in business for 25 years and am modestly speaking the best in our field. The name of my company is "Alaska Yacht Charters" and suddenly I have disappeared from Google search. Google "alaska yacht charters" and I am nowhere to be found. WP SEO plugin
When working with WP sites I generally use Michael Torbert's All in One SEO Pack. I've encountered a few examples where when the homepage shows up on a Google search results page the title/title tag shows up as {Business Name:} | {Keyword/Description}. In the 'General Settings' of the plugin in the 'Home Title' field, I have it listed as {Keyword/Description} | {Business Name} I'm not sure why the order is getting switched and where the ':' comes from. I'm not sure if this even has any adverse effect. If anyone has had experience with this, your input would be appreciated. Note - I'm not seeing this issue reflected on Bing.

Neglected Blog SEO help
I am wedding & sports photographer in San Antonio. I've been busy with photographing sports (lots of them) & totally neglected SEO work for nearly 2 years. I know it's a broad question but what is the best way to get back on track? Should I create a strong landing page with keyword wedding photographer? Should i make separate websites - one for weddings, one for sports? Is PPC good way to jump start? Do I have website structure problems etc? If anyone can comment, that would be great. How Do I Get Rel=Author to Work Via Wordpress SEO by Yoast?
I have read Yoast's tutorial and others on how to get rel=author to work properly on my site (http://injuryattorneyshouston.com). Developer comments in code & SEO
A client of mine has provided an SEO report that states:- "The inclusion of comments by developers in the coe is common practice..... ....its is not positive to leave large blocks of code in the site as makes crawling difficult to crawl" Im thinking that this has no SEO import at all, any one come across this? Does keyword density on a landing page effect SEO?
I'm relitavely new to SEO, and I just wondered how keyword dense the homepage to our businesses site should be? Is there any value in loading the frontpage at the potential expense of readibility, or should our content elsewhere be responsible for our yield in search engine results?
