How much is Page Rank really worth?

We are in a position to purchase a domain, made of relevant keywords to our company with a current page ranking of 4 for their home page. However in looking at their analytics and other information they do not do well on significant keywords and have very low site traffic. In fact they do very, very poorly.
With their high page ranking would it be relatively easy to conduct a successful SEO campaign on the domain if we were to take it over as our own and attempt to climb in the SERP's? I know Page Rank doesn't mean everything when it comes to your ranking, but 4 is relatively high in our field, so I don't really understand why they do so poorly when it comes to their actual rankings on key words.

Definitely use a tool like OSE or Majestic to take a look at their link profile. Where are their high authority links coming from? Are they hard to duplicate links, or something you could get yourself? Are they links that could be removed once the site is sold? Are there any spammy or blackhat links?
Make sure you do a thorough analysis of the site's backlinks to make sure you're not getting a lemon. Also, PageRank can sometimes drop when a site is sold to a new owner, so be aware of that possibility, especially if you are going to be changing the site's content a lot.

First thing I'd do is look at their traffic history if possible. Look as far back as you can and see if there are significant drops in traffic. It would be a good sign if there were not any significant drops. If the terms they're getting their most traffic for now were the same terms they were getting their most traffic for two or three years ago--and they rank down on page 2 or 3, it could be a sign of fixable under optimization.
If, however, you don't see any significant drops and you examine a page (maybe their homepage) and it looks appropriately optimized for appropriately competitive terms but the page is not showing up anywhere in the results, I'd hesitate. There could be a penalty far back in it's history that you're not able to see.
Take a look at the wayback machine and see what the site looked like prior to the analytics history you're able to view. Was it the same site? Maybe the people you're buying it from bought it from someone else who'd spammed and jammed it. If that were the case, maybe a simple reinclusion request could fix the problem--if there is one.
There are a lot of possibilities and they're all worth looking into. Of course, the smart buyer might do exhaustive research, keep the results close to their vest, and push the seller hard on the lack of traffic issue to suppress the price.

Maybe they were hit by Panda or Penguin or another penalty.
Lots of sites have been hit in the past couple of years.
I would have the site reviewed by someone who knows a lot about those types of penalties if you are going to pay serious money for the domain.
And... lots of sites have PR that drop after the domain is sold and the former owner takes down his links.

Internal pages ranking over the homepage: How to optimise to rank better at Google?
Hi, We have experienced a shift in SERP from internal pages ranking over website homepage for more than a year. Previously website homepages used to rank for the primary keyword like moz.com for "SEO". Now we can see that internal pages like moz.com/learn/seo/what-is-seo been ranking for the primary keyword "SEO". Google is picking up these "what is ABC" pages than the homepage. All our competitor sites are ranking with these internal pages which are about "what is (primary keyword)". We do have the same internal pages "what is....", but this pages is not ranking; only our homepage is ranking. Moreover we dropped more than 15 positions after this shift in SERP. Ranking gone for the original page and a shortened url ranks instead.
Hi Experts!!! Wishing you all a Merry Christmas and Happy New Year In Advance. I am been facing a issue with a few of my SERP results for "Singapore Visa" and related keyword. Until last to last Saturday i.e 16th December, I ranked for Singapore visa keyword with this url https://in.musafir.com/Visa/singapore-visa.aspx !!! Learn why The go.musafir.com/Singapore-visa redirects to https://in.musafir.com/Visa/singapore-visa.aspx with some UTM parameters. The URL go.musafir.com/Singapore-visa is a shortened URL which was used for SMS marketing and all of a sudden Google has picked it in SERP instead of Singapore VIsa Landing Page. The Singapore visa Main page is not blocked by Robots.txt file. Please help me to resolve this.1 -
Google Page Rank not improving

Half my ranks have gone missing
I have a site that was rankly very highly for gaming walkthrough phrases. I was ranking #3 for the phrase skyward sword walkthrough Then it began to drop, despite me building more links (non spammy links) through guest blogs and emailing people requesting they just link to it from their site. I went in and added more text to the page and it went up a few places but is now gone from the first 5-10 pages. This has also happened to all of my walkthrough related ranks. My other ranks are still there but these accounted for a large portion of my traffic and is very odd. My on-page grade is near if not perfect my page Some insight would be nice

How do I rank multiple pages for my busness/domain name?
When someone searches for our business's name (which is also the domain name) we have one listing (with sitelinks) at the top - however I would also like to rank 2nd, 3rd and 4th for this term. Any suggestions on how this might be done? Thanks.

What do you think Google analyzes for SERP ranking?
I've been doing some research trying to figure out how the Google algorithm works. The one thing that is constant is that nothing is constant. This makes me believe that Google takes a variable that all sites have and divides it by that number. One example would be taking the load time in MS and dividing it by the total number or points the website scored. This would give all of the websites a random appearance since there that variable would throw off all the other constants. I'm going to continue doing research but I was wondering what you guys think matters in the Google Algorithm. -Shane
