Using hreflang on multiple domains when one has been penalized

Hi,
I have two sites. One is a new .co.uk site which contains duplicate information to a .ie site.
Currently, if I do a search for the company name in Google.co.uk it returns the .ie site. The .co.uk site needs some localisation done and some links (really is brand new).
I was going to place hreflang tags as follows on both sites:-
The order would flip for the .co.uk site from the above order.
However, just to make things interesting, the .ie site was hit by Penguin and it hasn't recovered yet (and won't recover for another few months while I fix the issues).
So the question is, what should I do? Do I go ahead an let Google know for sure that these sites are linked despite one of them having been penalized? Or do I let Google think that there is a .co.uk site with duplicate content to another .ie site?

I have conformation directly from Google's John Mueller that this is not a problem and the penalty will NOT pass between domains with hreflang.

Is using meta refresh as a redirect method bad for our SEO?
Our CMS creates Call-To-Action buttons that use a meta refresh to redirect and MOZ stops it's crawl. The MOZ crawler hits these redirects and is unable to pass to the desired URL and so reports issues. So could this be happening to other crawlers or will most indexing be unaffected by this method? Essentially, is using meta refresh as a redirect method bad for our SEO?

Should you set an hreflang if the website is only in one language
We have a website, which is written in British English. There are no other versions of the site in different languages and the website only serves a UK audience. We have not set an hreflang tag up. Is this something we would still need to do and what would the benefits (if any) be?

Weather providers in search results - any idea how to become one?
Hi, as google are displaying more and more weather forecasts within results, we'd like to explore whether there's a possibility of exposing our api to google to allow them to use us as one of the providers for the data. At the moment it appears they use weather.com, weather underground and maybe also accuweather (although I've not seen them mentioned for a while on there), but I'm not sure if this is some sort of commercial agreement, or whether it's simply that google have been given access to the api's from those providers in return for the link in the weather panel in the search results. Does anyone have any information about this sort of thing (I assume weather isn't unique in this respect), or know of any way to contact google and find out at all please? Thanks

Which domain extension would benefit my SEO the most? Old vs New .com or .shoes
Having a keyword in a top domain extension like .com could benefit your SEO. Well I think it was like that.

So if you would sell cars and you had cars.com it could benefit. But is there something to say about the new extensions like .shoes.
Do they have the same impact or are they just not old enough? A domain like cars.com is probably registered since the beginning of the Internet so it carries more weight. I'm curious to hear your opinion on the matter. Thank you in advance,

.ca for Canada-specific business currently using .com?
I work for a Canadian company and we are re-doing our website (corporate and branch sites) and the question has come up if we should change our current main domain from .com to .ca for local SEO benefits since we don't target an international audience. We own both versions but the .ca re-directs to the .com and we use .com in all our marketing materials. My understanding is that we can specify in Google Webmaster Tools that the focus of the site is Canada and I feel that switching to the .ca as the main domain isn't necessary, but I was wondering if there are real SEO benefits to make us seriously consider the change? I need some advice. We are a real estate company that offers real estate sales and rentals. I have a domain (for example lets pretend there is an imaginary island called Pumpkin Island) - pumpkinrealestate.com (as many people just refer to pumpkin island as pumpkin eg. I am going down to pumpkin this weekend). pumpkinrealestate.com will be a website that offers all the properties for sale, local real estate community information, buying process, selling process, etc for the Pumpkin Island real estate market (we are a brokerage). I am also beginning to build out a new website that will be for our vacation rentals at "pumpkin island". I have a domain called "vacationrentalspumpkinisland.com" Question taking this factors in account: EMDs work well in our area IF the content is good. So assuming I will have a good link profile and good content, on page seo and offpage - - - pumpkinrealestate.com will have a decent amount of traffic naturally while vacationrentalspumpkinisland.com will have very dramatic increases of traffic during the winter, spring and summer (due to people planning vacations) would it be best to have the vacation rental website under its own domain vacationrentalspumpkinisland.com and the sales site under pumpkinrealestate.com OR have the sales site as pumpkinrealestate.com and the vacation website a subdomain of it for example: vacationrentals.pumpkinrealestate.com?? (maybe helping to leverage the traffic for both sites for benefit of one domain). Puzzled and need some thoughts, advice or suggestions. Thanks!!!! CHris

Lots of [keyword]in[city].com domains - what to do?
A client of mine had purchased a lot of domains. They all start with the same keyword following by "in" following by a cities name. The cities are all the cities around their location. They had the pages set up to all look the same with very small differences in content. A bunch of duplicate content. All of them have a DA of 8 and PA of 19. There are 35 of them total. They get roughly 30-60 hits a month each but it's mostly all spam. The idea was for users to type in [keyword] in [city] in Google and these websites show up. A competitor of my clients had done something similar which was working for them. The main website (separate of these) gets ~1500 visits per month of non spam traffic and gets ~10 referrals from these websites. What should be done with these domains? Chalk it off as a bad idea and have them 301 to the main website until they expire? Or can they be changed into something useful? If so, how? Any ideas would be greatly appreciated. Note: I did search for this similar topic but it was hard to search it out and I did not find an answer. Thanks!

What is The Best Way to Rank in Multiple Countries?
Hi, I have a client that would like to rank in google.ie as well as .co.uk and in the middle east and possibly other parts of Europe. What is the best way to go about this? Would a new domain for each country be best and hosted in that specific country or is there a way to do this with one site? Bearing in mind that SEO will need to be done to rank in each country.
