Is Google not Penalizing aggressively anymore for on page manipulation?

I wanted to throw this out where we have been seeing so much emphasis on Google cracking down on bad linking, have they let up enforcement on manipulative on-page tactics that have faded in current years? I've been seeing hidden text popping up again and ranking. Here is an example. Google "landscaping Portsmouth NH" and find the #1 result. Now find "Portsmouth" on the page. So what I find interesting, the site has a clean backilnk profile, but that's a pretty blatant manipulation hiding those keywords.
What I find interesting is I filled out a report on it a year ago. (I'm not a big "fill out spam report" guy, I was curious if Google would take action). A year later it is still #1 for the competitive keyword. So I'm curious if others have seemed similar trends like font-size:0px, or text color as the background popping back up and ranking.
I would love other's thoughts on it.

I would be very surprised that the hidden text is actually working, and I would think that google is just ignoring it and other factors are making it rank. Something like font size = 0 or same colour as the background, would be so easily picked up by a bot/algorithm compared to some complex things it can pickup on.

I didn't think Google still let anything like this though any more? I have tweeted Matt Cutts with this and a link to this post as I hate to see anything like that myself.

Why would a blank page rank? What am I missing about this page?
In terms of content, this page is blank. Yes, there's a sidebar and footer, but no content. I've seen a page like this rank before. I'm curious if they're implementing something on the back-end I don't realize or if this is just a fluke? Etc. Why isn't a 301 redirect removing old style URLs from Google's index?
I have two questions:1 - We changed the URL structure of our site. Old URLs were in the format of kiwiforsale.com/used_fruit/yummy_kiwi. These URLs are 301 redirected to kiwiforsale.com/used-fruit/yummy-kiwi. We are getting duplicate content errors in Google Webmaster Tools. Why isn't the 301 redirect removing the old style URL out of Google's index?2 - I tried to remove the old style URL at https://www.google.com/webmasters/tools/removals, however I got the message that "We think the image or web page you're trying to remove hasn't been removed by the site owner. Before Google can remove it from our search results, the site owner needs to take down or update the content."Why are we getting this message? Doesn't the 301 redirect alert Google that the old style URL is toast and it's gone?

Is horizontal hashtag linking between 4 different information text pages with a canonical tag to the URL with no hashtag, a White Hat SEO practice?
Hey guys, I need help. hope it is a simple question : if I have horizontal 4 text pages which you move between through hashtag links, while staying on the same page in user experience, can I canonical tag the URL free of hashtags as the canonical page URL ? is this white hat acceptable practice? and will this help "Adding the Value", search queries, and therefore rank power to the canonical URL in this case? hoping for your answers. Is this website being punished by Google?
Hi, I just took over the SEO for a friend of mine's website. Is this website being punished by Google? It has a strong link score, the homepage needs work as far as Key wording goes but it does not appear in Google's top 100 for any keyword. I am not sure that the last SEO company did some harm. Google Preferred Agency???
I just stumbled upon an SEO company's website that says they are a 'Google Preferred Agency'. This isn't just a line of copy on the site, it's featured prominently on the site, and they use the Google logo as well. I've never heard of a 'Google Preferred Agency'. One would think that even if there was such a thing, that it would involve a link back to a profile page on Google like they do with AdWords/Analytics partners... Am I missing something, or is this company doing something a little shady? I don't want to toss the name of the company out there because I don't want to publicly bash them.

Why is this ranking first in Google Places for this term....?
"Best Bar In Chicago" - http://www.google.com/search?gcx=w&sourceid=chrome&ie=UTF-8&q=best+bar+in+chicago They have only 5 Google reviews, and their local directory reviews are suspect. One of them goes to rateclubs.com and it's not even a page for their business, while one of them doesn't have user reviews, it's just an editorial review. The other one at superpages.com doesn't even link back to their site, it links to their restaurants.com profile. What is going on here? I've been trying to figure this out for a while as their first place ranking has been solidified for quite some time now. I can also tell you that a few of the bars listed below them have a MUCH higher profile and are better known. You can see that just by the reviews.
