As Eric hinted, the best method to prevent any pages being indexed would be to use htaccess password protection dialog on your development site. It's fairly easy to implement. You can find instructions to do so here: http://www.htaccesstools.com/articles/password-protection/

Anoop, when a 'development' or 'preproduction' website or subdomain is getting indexed, that means that you haven't stopped the search engines from crawling it. The search engines, especially Google, are very aggressive at crawling, and they will crawl just about any URL that they find. It seems as though all you have to do is visit that page and it's going to get crawled.
Best way to stop Google from crawling (then indexing) a website is to stop it from getting crawled using the robots.txt file. Keep in mind, though, that even if you tell them to stay out of it using the robots.txt file they will still index those URLs.
The only way to stop Google from crawling would be to password protect the website or make it available only on a private server, or available via VPN only.

In addition to noindexing the pages using the meta tag, if you have WMT / Search Console set up, you can request Google remove those URLs from their index for the time being. I've found that this may take up to a couple of hours from the removal request to the time of actual removal.
As to how they were found, there's a good chance that Google crawled a link to a preproduction webpage and went from there.

Have you noindexed & nofollowed the site and pages? I would also suggest you block all crawlers by disallowing access in the robots.txt file.
Do you know if this has all been done?

Removing a site from Google index with no index met tags
Hi there! I wanted to remove a duplicated site from the google index. I've read that you can do this by removing the URL from Google Search console and, although I can't find it in Google Search console, Google keeps on showing the site on SERPs. So I wanted to add a "no index" meta tag to the code of the site however I've only found out how to do this for individual pages, can you do the same for a entire site? How can I do it? Google indexing despite robots.txt block
Hi This subdomain has about 4'000 URLs indexed in Google, although it's blocked via robots.txt: https://www.google.com/search?safe=off&q=site%3Awww1.swisscom.ch&oq=site%3Awww1.swisscom.ch This has been the case for almost a year now, and it does not look like Google tends to respect the blocking in http://www1.swisscom.ch/robots.txt Any clues why this is or what I could do to resolve it? How to remove all sandbox test site link indexed by google?
When develop site, I have a test domain is sandbox.abc.com, this site contents are same as abc.com. Pages removed from Google index?
Hi All, I had around 2,300 pages in the google index until a week ago. The index removed a load and left me with 152 submitted, 152 indexed? I have just re-submitted my sitemap and will wait to see what happens. Any idea why it has done this? I have seen a drop in my rankings since. Thanks

Has google panelized us ? If so, why ? How do I know if our website is panelized ?
We were ranked on first page among top 5 position a year ago for most of our pages. On one fine day, google decided to drop us from the results although google keeps indexing our pages. Google index our pages regularly but doesn't show them in its results. All google traffic we receive is for our own site name and its variations. I wanted to know - how do we know if google has panelized us. Why has google panelized us ? If they have panelized us, what can we do to get out of it ? Also I wanted to know if any tool will help me identify such thing. We have not done any link building. Our site page rank is 4 (it was 5 few months ago). All we did was on page optimization. How to use overlays without getting a Google penalty
One of my clients is an email subscriber-led business offering deals that are time sensitive and which expire after a limited, but varied, time period. Each deal is published on its own URL and in order to drive subscriptions to the email, an overlay was implemented that would appear over the individual deal page so that the user was forced to subscribe if they wished to view the details of the deal. Needless to say, this led to the threat of a Google penalty which _appears (fingers crossed) _to have been narrowly avoided as a result of a quick response on our part to remove the offending overlay. What I would like to ask you is whether you have any safe and approved methods for capturing email subscribers without revealing the premium content to users before they subscribe? We are considering the following approaches: First Click Free for Web Search - This is an opt in service by Google which is widely used for this sort of approach and which stipulates that you have to let the user see the first item they click on from the listings, but can put up the subscriber only overlay afterwards. No Index, No follow - if we simply no index, no follow the individual deal pages where the overlay is situated, will this remove the "cloaking offense" and therefore the risk of a penalty? Partial View - If we show one or two paragraphs of text from the deal page with the rest being covered up by the subscribe now lock up, will this still be cloaking? I will write up my first SEOMoz post on this once we have decided on the way forward and monitored the effects, but in the meantime, I welcome any input from you guys.
