Good day:
I understand guest articles are a good way to pass linkjuice and some authors have a link to their website on the "Author Bio" section of the article. These links are usually regular links.
However, I noticed that some of these sites (using wordpress) have several SEO plugins with the following settings:
Nofollow: Tell search engines not to spider links on this webpage.
My question is:
If the setting above was activated, I would assume the author's website link would look like a regular link but some other code could still be present in the page (ex, header) that would prevent this regular link from being followed. Therefore, the guest writer would not experience any linkjuice.
Any idea if there's a way of being able to see if this scenario is happening? What code would we look for?

Understood. Short of blocking an entire page from being indexed via Robots.txt or noindex, I'm not aware of any other way that a link could be devalued - certainly not no-followed.

Thanks for the information but what you mentioned is not necessary what I am referring to. I want to know if there's a way that a link can appear WITHOUT the rel="nofollow" in it's specific code, but STILL BE a nofollow thanks to any additional code which might be hiding through the page or in the header of the page?
Is it possible? Or is the only way for a link to be no follow is for it to have the rel nofollow tag its code?

What you're talking about here is the rel=nofollow element, commonly referred to as simply a "no-followed link".
This is something a lot of sites use in their blog comment sections to deter spammers because, as you point out, any spam links they drop in there will then be of less value to them.
Tagging a link as nofollow does indeed tell search engines not to pass that strength to the site being linked to, however, there is still benefit to these links assuming you're getting them in the right place. For example, the relevance of the link anchor to your website, the type of website the link is coming from, the quality of that site, where the link is located etc. You should also be earning quality referral traffic from these links if they're valuable too.
As for how to find them in the HTML, it will look something like the example below. The best way to find this is to right-click on a page you want to check, select View Source (or press Ctrl+U) then use Ctrl+F to find either the link anchor or the domain the link points to.
Followed link: Anchor Text
NoFollow link: Anchor Text
Nicole Kohler produced a great post in 2014 on this topic that's worth reading too.
I can't say that I've seen plugins that nofollow an Author's bio link by default but it's entirely possible. This is usually just done for comments.
By all means, a followed link is preferable but if the link placement is great (strong, relevant site that users are actually going to see) then don't shy away from it just because it's a nofollow!

NoFollow tag for external links: Good or bad?
I have a few sites that have tens of thousands of links on them (most of them are sourcing images that happen to be external links). I know that it's a good thing to externally link to reputable sources, but is it smart to place the nofollow tag on ALL external links? I'm sure there is a good chance that external links from posts from years ago are pointing to sites that may now be penalized. I feel as though nofollowing all the external links could come off as unnatural. What are the pros and cons of placing the nofollow tag on ALL external links, and also if I leave it as is and don't put the nofollow tag on them. Thanks.

Black Hat Link Building Ethics Question
I have taken on the SEO/Inbound duties for my company and have been monitoring some of our competitors in the market space. In June one of them began a black hat link building campaign that took them from 154 linking root domains to about 7500 today. All of the links target either /header or /permalink/index and all have anchor text along the lines of "Windows 7 activation code." They are using forgotten forums and odd pages, but seem to be finding high DA sources to place the links. This has skyrocketed their DA (40 to 73), and raised their mozRank, mozTrust, and SERP positions. Originally I thought to report it to Google, but I wanted to wait a few weeks and see what the campaign did for them and if Google would catch on. I figured adding 81K links in 2 months would trigger something (honestly, if I was able to find out they were doing it then it's got to be obvious). But they have grown every week and no drop in rankings. So my question is would you report it? Or continue to wait and see? Technically they are not a "competitor" in the strictest sense of the word (we actually do sell some of their products as OEM), but I find the tactic despicable and it makes my efforts to raise our rankings and DA seem ineffective to people not in the know about SEO. Cross-Site Links with different Country Code Domains
I have a question with the penguin update. I know they are really cracking down on "spam" links. I know that they are wanting you to shift from linking keywords to the brand name, unless it makes sense in a sentence. We have five sites for one company in the header they have little flag images, that link to different country domains. These domains all have relatively the same domain name besides the country code. My question is, linking these sites back and fourth to each other in this way, does it hurt you in penguin? I know they are wanting you to push your identity but does this cross-site scheme hurt you? In the header of these sites we have something like this. I am assuming the best strategy would probably be to treat them like separate entities. Or, just focus on one domain. They also have some sites that have links in the footer but they are set up like:

Link idea? good or bad?
OK so my website ranks fairly well for keywords i would say 50-60 % are ranking in the top 3 my DA is 15 and PA is 28 I have a few other sites that i blog on that i own they have a DA of 11 and PA of 20 i was thinking of just guest posting on those using a keyword Anchor text that im not ranking for and seeing what that would do. I was thinking of creating a few other sites and just blog about random stuff for 3-6 months generate traffic and start guest posting redirecting links back towards me. Is this bad?

Purchasing an EXPIRING domain with quality related links
I'm about to purchase a domain that has highly trusted links pointed to it. I would like to 301 redirect that domain to point to a brand new domain in the same niche. Some of the links that the expiring domain would take me a long time to obtain so I am thinking to use this method to my advantage. I know that this is not really a legitimate way to go to build backlinks, but surely this is going to give me good serp improvement which is my main concern at the moment. I am going to test this method to see if it benefits me in anyway but I would like some opinions to this please.

Linking Profile Gone Bad?!
Recently, I was looking over the linking profile for one of our large clients, and I noticed that a ton of spammy links were appearing. I have never purchase any links or done anything shady that would contribute to this large increase in bad links. It appears as though someone is trying to hijack the SEO of this company, and I don't know how to proceed. Currently, they have not been penalized by Google, but I would not be surprised if a penalty is on its way due to the obvious link spam. Is there any way to report this to Google to ensure that no penalties occer? Any advice on the issue is much welcomed! Thanks

Would linking out to a gambling/casino site, harm my site and the other sites it links out to?
I have been emailed asking if I sell links on one of my sites. The person wants to link out to slotsofvegas[dot]com or similar. Should I be concerned about linking out to this and does it reduce the link value to any of the other sites that the site links out to? Thanks, Mark
