How do you deal with Scam-Type SEO businesses?

One of our potential clients is a limousine rental service. His current "Marketer" is going about his business in a seemingly sketchy way. I'm pretty new to having to compare myself to other SEO/Marketing competition.
So, this guy has 100's of websites that are nearly identical. Quite a few have duplicate content, but all of them generally look the same. He leases these websites as lead generators:
Think of it like this: he probably has 15-20 websites all geared for different parts of the DFW area. Denton Limo Service, Plano Limo Service, Dallas Limo Service, Etc. He also has a bunch of websites for other industries. Every "business" has its own phone number via a Google Number that he forwards to the actual business line. Every "business" has a Google My Business Listing setup as well with no address listed. When someone fills out the contact form on one of these sites, it is forwarded to the business who is leasing it.
He also creates his own backlinks on his websites to all of his other websites.
I imagine that eventually he will be caught, right? I mean, this has to be Black Hat SEO.
Have any of you encountered an SEO/Marketer like this? If so, what do you do about it?

He might get whacked - especially if the sites have verbatim text on every page. He might get away with it for a long long time if each site has totally unique text and he isn't interlinking these sites very heavily or interlinking them with nofollow. Lots of people are able to link between their own properties if they are using the biz name as the anchor text instead of a money keyword. (I know that this answer wasn't satisfying, but that's my opinion on how diverse are the ways that Google handles these things.
I mean, this has to be Black Hat SEO.
Ignorant bliss has a large overlap with black hat in appearance, although the intent is very different. It's blackhat if these sites are identical except for the name of the community and the seller of the service knows that this is far below best practice.... and even worse if they are being juiced from a private blog network or paid links from ignorant webmasters or from those who know paid links are not good but sell anyway.

This stuff is everywhere. Sometimes they grab your content and use it in New Jersey.

Infinite Scrolling on Publisher Sites - is VentureBeat's implementation really SEO-friendly?
I've just begun a new project auditing the site of a news publisher. In order to increase pageviews and thus increase advertising revenue, at some point in the past they implemented something so that as many as 5 different articles load per article page. All articles are loaded at the same time and from looking in Google's cache and the errors flagged up in Search Console, Google treats it as one big mass of content, not separate pages. Another thing to note is that when a user scrolls down, the URL does in fact change when you get to the next article. My initial thought was to remove this functionality and just load one article per page. However I happened to notice that VentureBeat.com uses something similar. They use infinite scrolling so that the other articles on the page (in a 'feed' style) only load when a user scrolls to the bottom of the first article. I checked Google's cached versions of the pages and it seems that Google also only reads the first article which seems like an ideal solution. This obviously has the benefit of additionally speeding up loading time of the page too. My question is, is VentureBeat's implementation actually that SEO-friendly or not. VentureBeat have 'sort of' followed Google's guidelines with regards to how to implement infinite scrolling https://webmasters.googleblog.com/2014/02/infinite-scroll-search-friendly.html by using prev and next tags for pagination https://support.google.com/webmasters/answer/1663744?hl=en. However isn't the point of pagination to list multiple pages in a series (i.e. page 2, page 3, page 4 etc.) rather than just other related articles? SEO companies that own linking properties
Hi everyone, I do some SEO work for a personal injury attorney, and due to his profession, he gets cold-called by every digital marketing company under the sun. He recently got called by a company that offers packages that include posting in multiple directories (all on domains they own), creating subdomains for search listings, and PR services like writing and distributing press releases for distribution to multiple media outlets. The content they write will obviously not be local. All this and more for less than $500 a month! I'm curious if any of you have any experience with companies like this and whether you consider them black hat. I realize I'm asking you to speculate on a very broad description of what they offer, but their linking strategies sound risky to me. What experiences have you had with companies like this? Do you know anyone who has ever gotten a penalty using these tactics? Thanks, in advance, for sharing your thoughts.

Why does expired domains still work for SEO?
Hi everyone I’ve been doing an experiment during more than 1 year to try to see if its possible to buy expired domains. I know its considered black hat, but like I said, I wanted to experiment, that is what SEO is about. What I did was to buy domains that just expired, immediately added content on a WP setup, filled it with relevant content to the expired domain and then started building links to other relevant sites from these domains.( Here is a pretty good post on how to do, and I did it in a similar way. http://searchenginewatch.com/article/2297718/How-to-Build-Links-Using-Expired-Domains ) This is nothing new and SEO:s has been doing it for along time. There is a lot of rumors around the SEO world that the domains becomes worthless after they expire. But after trying it out during more than 1 year and with about 50 different expired domains I can conclude that it DOES work, 100% of the time. Some of the domains are of course better than others, but I cannot see any signs of the expired domains or the sites i link to has been punished by Google. The sites im liking to ranks great ONLY with those links 🙂 So to the question: WHY does Google allow this? They should be able to see that a domain has been expired right? And if its expired, why dont they just “delete” all the links to that domain after the expiry date? Google is well aware of this problem so what is stopping them? Is there any one here that know how this works technically?

Is this a clear sign that one of our competitors is doing some serious black-hat SEO?
One of our competitors just recently increased their total external followed looks pretty drastically. Is it safe to say they are doing some pretty black-hat stuff? What actions exactly could this be attributed to? They've been online and in business for 10+ years and I've seen some pretty nasty drops in traffic on compete.com for them over the years. Question about local SEO when you serve many more cities than you have brick and mortar locations
My URL is: http://www.mollysmusic.org for the record.I run a music school that serves in-home lessons to a whole slew of cities. Since I only have 3 brick-and-mortar locations, I can't make google local profiles for all the cities served, but I want to get seen by those people searching in their own cities. Right now, our biggest competitor, takelessons.com, is top ranked for every single city you can think of, because they have individual web pages for every city served. Their content is repetitive and scrapey, and to me, that says "doorway page" which supposedly can get you de-indexed. I'm reluctant to do that because I'm afraid I'll get banned, but I have to compete. I also want a strategy that can scale when we move into new areas. Is there something that makes TakeLessons's content NOT a doorway page? What's the best practice for getting ranked in multiple individual cities if you run a service? Thanks in advance.
