Change Google's version of Canonical link

Hi
My website has millions of URLs and some of the URLs have duplicate versions. We did not set canonical all these years. Now we wanted to implement it and fix all the technical SEO issues.
I wanted to consolidate and redirect all the variations of a URL to the highest pageview version and use that as the canonical because all of these variations have the same content.
While doing this, I found in Google search console that Google has already selected another variation of URL as canonical and not the highest pageview version.
My questions:

I have millions of URLs for which I have to do 301 and set canonical. How can I find all the canonical URLs that Google has autoselected? Search Console has a daily quota of 100 or something.

Is it possible to override Google's version of Canonical? Meaning, if I set a variation as Canonical and it is different than what Google has already selected, will it change overtime in Search Console?

Should I just do a 301 to highest pageview variation of the URL and not set canonicals at all? This way the canonical that Google auto selected might get redirected to the highest pageview variation of the URL.
Any advice or help would be greatly appreciated.

I hear you, had some simililar issues with big sites that i've worked with.
I would go with the "highest page viewed" page to be the canonical, you should select the one that you consider serves users with the best experience or match their search intent. That said, i'll answer your questions:
- No, there is way to get that many URLs from Search Console. Through API the most I could ever get was arround 200k URLs.
- It's not that hard as "overriding" the actual canonical page selected by google... You should tell Google wich is your preferred canonical page, then G will decide whether to use it or not.
- Is always wise to go first with a canonical, so you can analyze how google reacts with that change. Then wait a little time, a few weeks and if everything went as planned set redirections.

My Website Has a Google Penalty, But I Can't Disavow Links
I have a client who has definitely been penalized, rankings dropped for all keywords and hundreds of malicious backlinks when checked with WebMeUp....However, when I run the backlink portfolio on Moz, or any other tool, they don't appear anyone, and all the links are dead when I click on the actual URL. That being said, I can't disavow links that don't exist, and they don't show up in Webmaster Tools, but I KNOW this site has been penalized. Also- I noticed this today (attached). Any suggestions? Incoming links which don't exists...
I believe our site is being penalized/held back in rankings, and I think this is why... We placed an advert on a website which they didn't make "no follow" so we had hundreds of site-wide links coming into our site. We asked them to remove the advert which they did. This was 4 months ago, and the links are still showing in GWMT. We have look into their pages which GWMT is saying still link to us, but these a number pages aren't being indexed by Google, and others aren't being cached. Is it possible that because Google cant find these pages, it can tell our link has been removed? And/or are we being penalized for this? Many thanks

What's the Best Host For WordPress sites
Our site has gone down twice in a week...hosted by Fat Cow. So we're going to switch hosts this week. We currently have 2 WP sites on a Fat Cow VPS. 8 GB file size and 2 GB data transfer monthly. We use a CDN and video hosting company (Wistia) so the file sizes are small. I've contacted several hosts and narrowed it down to WP Engine, Rack Space and A Small Orange. I care about fast page load time (1 second), 99.999% up-time and great support. Price is a secondary concern. I'm leaning towards WP Engine, but wanted to ask Moz community before making a decision. Any other hosting companies I should call?

Do links to PDF's on my site pass "link juice"?
Hi, I have recently started a project on one of my sites, working with a branch of the U.S. government, where I will be hosting and publishing some of their PDF documents for free for people to use. The great SEO side of this is that they link to my site. The thing is, they are linking directly to the PDF files themselves, not the page with the link to the PDF files. So my question is, does that give me any SEO benefit? While the PDF is hosted on my site, there are no links in it that would allow a spider to start from the PDF and crawl the rest of my site. So do I get any benefit from these great links? If not, does anybody have any suggestions on how I could get credit for them. Keep in mind that editing the PDF's are not allowed by the government. Google Semantic Search: Now I'm really confused
I'm struggling to understand why I rank for some terms and not for other closely related ones. For example: property in Toytown but NOT properties in toytown property for sale in Toytown but NOT property for sale Toytown NOR properties for sale Toytown. My gut instinct is that I don't have enough of the second phrasing as inbound link anchor text -- but didn't Penguin/Panda make all that obsolete?

Inspiration from today's WBF!
Hello and Welcome MozFriends! so I watched the WBF this morning, and I got the idea of making Keyword Tiers for a site like so. Site Products- wheelchair, Powerchairs, Hospital Beds, Lifts, Lift Chairs Specific Items- 16" wheelchairs, 4 wheel power chair, Patient lifts and such. The Keywords for the Front page would be very general not referencing the sites specific items at all. Like Medical Equipment, supplies things like that. Keywords for products would be the Manufacturers names, and the category name. Specific Items would have specific keywords to draw an audience that has a goal and is searching for that specific product. So my theory/experiment is this. Instead of making the whole site generate traffic for one type of audience, I am making certain tiers for certain audiences. The higher up in the Site Hierarchy the more global the keywords are designed for. It may just be complete and utter non sense but I would like to hear any thoughts on it if it works. DCMI and Google's rich snippets
I haven't seen any consistent information regarding DCMI tags for organic SEO in a couple of years. Webmaster Tools obviously has a rich set of instructions for microdata. Has there been any updated testing on DCMI or information above the whisper/rumor stage on whether engines will be using Dublin? As a final point, would it be worth going back to static pages that haven't been touched in a couple of years and updating them with microdata? It seems a natural for retail sites and maybe some others, but what about content heavy pages?
