Which SEO tactic should I concentrate on first?

Hi All,
I'm a freelancer specialising in marketing and advertising for small businesses Creative Express and I was wondering what I should concentrate on first in terms of SEO?
I know that targeting the right keywords are important, as are backlinks, but also TOS etc. I haven't built up much of any, but the time has come to put in significant effort in SEO.
Is there something that I should be putting the most effort in to? Is there a list somewhere that shows priorities?

So if you have a brand-new website, or you havent improved your businesses seo before, let's say that you hiring an seo agency or you are doing the work yourself.
We would concentrate on the on-site seo first, make sure all the content marketing, page titles, the alt text the meta titles and meta descriptions are all written in a white hat way.
we got a company which builds summerhouses, on to the first page but just making sure that the on-site seo is high quality.

It's a shame there isn't a definite order, I could really do with following a definitive checklist to work my way through. Never mind, I'll just spread my time fairly evenly.

In SEO, most of the ranking factors are weighted relatively equally. It's less about cherry picking the easy-wins, and more about putting in volumes and volumes of effort (overall)
Moz does have some notes on top ranking factors: https://moz.com/learn/seo/on-page-factors - but they're not numbered, or in a particular order (as far as I know)
You can search Google for "top Google ranking factors" but you'll just get loads of different answers, ordered differently.
This list isn't awful: https://optinmonster.com/seo-ranking-factors/ - but I'm sure many people here will take issue with it, as they would with any list that was posted

Confusion About Local SEO
Hi, I hope someone might be able to help me out with this. I am somewhat confused. Basically I have a site that has 2 operating bases in 2 neighboring counties. Say Hampshire and West Sussex. Now I understand the need for schema markup. However, where exactly to put this markup I cant see a definitive answer. even on the official googleblog they seem to shy away from answering this. For the moment I have placed it on the contact us page and obviously there are 2 sets of schema markups for the 2 addresses. Now, the bit I am confused about is that I was reading the Koozai Local SEO white paper and they mention to have the addresses in the footer. This is fine and I can do that, especially as there are a lot of sub pages on the site for different products which we would like to try and rank for. Now, this is the bit I am slightly confused on, should the addresses in the footer be the schema markups? I suspect not but I would like to be sure. Many Thanks

What is the SEO value of images of geographic areas (states, counties, cities) on a page?
We want to put images for specific geographic locations on some new pages we are building and I am wondering if: A) What the SEO value of adding these images would be? B) Suggested Sources for the images. Right now we are looking at using panoramio, but would love some MOZ community advice! Thank you for your help MOZ Community!

Does it affect SEO if my "Menu Label" is a shortened form of my "Page Title"?
This might be a very simple question, but I'm just trying to make sure I don't make Google think I'm trying to pull a fast one. For example, my page title would be "Bridal Fashions", but the menu label would be "fashions" to keep the navigation panel simple and streamlined.

We have a client, for whom we built a Magento website, where he is selling eSmoking products like eCigars, etc . Now, he wants us to do the SEO of his website. Local seo, business in multiple cities?
Hello Everyone, What is the best strategy when it comes to optimizing a website that services more than one city. So, say I'm in computer fixing business and I have offices in New York, San Francisco, Seattle, Denver, Miami & Dallas. (took me a while to come up with some US cities) - how should I structure my website so that I look relevant for every city? Is it possible to display specific information for users coming from specific cities, say someone browsing from San Francisco will see my main page optimized for San Francisco (containing a real address, phone number all the necessary stuff). Local SEO - our company is in 2 very different locations
Hi, Our company nlpca.com is in 2 locations. It's doing really well in San Francisco, California But we've opened a 2nd location in Salt Lake City, Utah The problem is that our site is all about San Francisco, California. Utah is just as important as San Francisco to us and we need to start tailoring to both. People from Utah say they are confused because our site is so tailored to California. Even our domain name is the keyword "NLP" combined with the state initial "CA" for California. A new domain is not an option. One thing we are thinking of doing is changing our header to say "The NLP and Coaching Institute and the NLP Institute of California". It would say both of our company names and hopefully the first would catch the Utah people. But I don't think it's just our banner. Can you take a look at our site and tell us how to tailor to both locations and keep our current working optimization for San Francisco, California? Thanks!

Canadian Local SEO gurus: What are the best citation sources?
I have been trying to gain some position in our local O-pack results and have used whitespark to hunt for citations and aquire as many as possible, but even after 4-5 months google has still not detected many of the citations we have added. What are you favourite citation sources? which ones really help? i.e. what are some quality canadian citation sources?
